ABSTRAK

           Penelitian ini dilatarbelakangi oleh hak politik disabilitas yang belum terpenuhi secara maksimal, untuk membantu pemerintah dalam pemenuhan tersebut maka diperlukan peran LSM (Lembaga Swadaya Masyarakat) dalam pemenuhan hak-hak disabilitas terutama hak pendidikan politik, pentingnya pendidikan politik adalah untuk membangun karakter, seperti bersikap kritis, terbuka, serta membangun kecakapan.

            Penelitian ini menggunakan pendekatan kualitatif tipe deskriptif dengan teknik pengumpulan data observasi, wawancara dan dokumentasi. Dengan menggunakan teori Andra L. Corrothers dan Estie W. Suryatna mengenai teori peran LSM.

            Hasil dari penelitian menunjukkan bahwa partisipasi Pusat Pemilihan Umum Akses Disabilitas (PPUA) terhadap pendidikan politik di Kota Banjarmasin sudah terjalankan yaitu sebagai katalisator perubahan sistem yaitu dengan melakukan advokasi, mengembangkan politik penyandang disabilitas, dan mengangkat permasalahan-permasalahan pada bidang politik, PPUA memonitor pelaksanaan sistem dan cara penyelenggara ini dilakukan dengan melakukan pemantauan dan memberikan saran kepada pihak KPU, Kesbangpol, Bawaslu, dan Partai Politik, PPUA sebagai Implementasi program pelayananmembantu pemerintah dalam pemenuhan hak penyandang disabilitas yaitu dnegan memberikan fasilitas, membantu berkomunikasi dengan penyandang disabilitas. Faktor penghambat dalam melakukan program yaitu tidak ada data base penyandang disabilitas, kurangnya respon dari pemerintah, dan Sumber Daya Manusia (SDM).

          Berdasarkan hasil penelitian, disarankan untuk PPUAdapat mengadakan sosialisasi yaitu proses penyampaian program dari pemerintah danharus lebih menyusun atau merencanakan program yang mengacu pada aktivitas pembekalan potensi-potensi untuk pendidikan politik pada kalangan disabilitas, dan harus selalu mengawasi dan melihat kinerja dari pemerintah ataupun pihak yang terkait agar terpenuhinya hak pendidikan politik.

ABSTRACT

          This research is motivated by the political rights of disabilities that have not been fulfilled maximally, to assist the government in fulfilling this, the role of NGOs (Non-Governmental Organizations) is needed in fulfilling disability rights, especially the right to political education, the importance of political education is to build character, such as be critical, open, and build skills.  

             This study uses a qualitative descriptive type approach with data collection techniques of observation, interviews and documentation. By using the theory of Andra L. Corrothers and Estie W. Suryatna regarding the theory of the role of NGOs. 

             The results of the study indicate that the participation of the General Election Center for Disabled Access (PPUA) in political education in Banjarmasin has been implemented, namely as a catalyst for system change, namely by carrying out advocacy, developing the politics of persons with disabilities, and raising problems in the political field, PPUA monitors the implementation of this system and administration method is carried out by monitoring and providing advice to the General Election Commissions, Derectorate General of National Unity and Politics Ministry of Home Affairs, General Election Supervisory Agency, and Political Parties, PPUA as the implementation of service programs to assist the government in fulfilling the rights of persons with disabilities, namely by providing facilities, helping to communicate with persons with disabilities. Inhibiting factors in implementing the program are no data base for persons with disabilities, lack of response from the government, and Human Resources (HR). 

            Based on the results of the research, it is recommended that PPUA be able to conduct socialization, namely the process of delivering programs from thegovernment and must further compile or plan programs that refer to the potential activities for political education among persons with disabilities, and must always monitor and observe the performance of the government or parties related to the fulfillment of political education rights.
