ABSTRAK

Penelitian ini bertujuan untuk mengetahui bagaimana bentuk dan faktor-faktor yang mempengaruhi partisipasi politik dalam pemilihan kepala daerah (Pilkada) Kabupaten Barito Utara Tahun 2018 di Kelurahan lahei II Kecamatan Lahei Kabupaten Barito Utara.

Metode penelitian ini menggunakan metode kualitatif dengan tipe deskriptif, dengan menggunakan teknik pengumpulan data seperti wawancara, dokumentasi dan observasi. Teknik analisis data meliputi Reduksi Data, Penyajian Data, dan Penarikan Kesimpulan. Teknik pengambilan Sample Penelitian ini menggunakan teknik purposive sampling.

Hasil penelitian menunjukkan bahwa Bentuk partisipasi politik pemilih Kabupaten Barito Utara Tahun 2018 masih rendah, karena kesadaran akan berpartisipasi dalam pilkada masih kurang atau bersifat pasif dan faktor yang mempengaruhi partisipasi politik dalam Pilkada Kabupaten Barito Utara Tahun 2018 semuanya berpengaruh akan tetapi faktor yang lebih menonjol yaitu faktor perangsang politik dan kesadaran politik yang membuat partisipasi pemilih masih rendah karena pemilih masih kurang mengetahui terhadap perkembangan politik di daerahnya dan pemilih cenderung bersifat acuh terhadap perkembangan politik. Tipe pemilih rasional-kritis (rational and critis voter), hal ini ditandai dengan masih adanya pemilih yang mempertimbangkan program unggulan, visi dan misi dari calon bupati dan wakil bupati, tipe pemilih tradisional-skeptis Mereka hanya tau calon dari pihak tertentu bukan dari calonnya sendiri, pada saat ditanya tentang program unggulan, visi dan misi mereka tidak mampu untuk menjelaskan secara gamblang, Tipe pemilih prakmatis-emosional Politik transaksional ini semakin menjadi tren politik dikalangan masyarakat di beberapa wilayah di kabupaten barito utara karena para calon ingin memenangkan kekuasaan politiknya secara instan.

Saran untuk Komisi Pemilihan Umum Kabupaten Barito Utara agar menyediakan fasilitas yang dapat mendukung kegiatan pemilih dalam politik serta memberikan pendidikan politik yang benar khususnya ditujukan untuk pemilih sehingga merangsang keinginan pemilih dalam berpartisipasi politik jadi semakin baik dan melakukan sosialisasi atau kampanye diseluruh penjuru tempat di Kabupaten Barito Utara sehingga dapat mempengaruhi pemilih.

ABSTRACT

In this study, the aim of this research is to find out how the forms and factors that influence the political participation of voters in the 2018 North Barito Regency Regional Head Election (Pilkada) in Lahei II Village, Lahei District, North Barito Regency. The benefits of research will certainly later be a contribution to the development of scientific concepts, especially in the field of studies related to regional head elections which are held simultaneously and broaden knowledge and insight about general elections.

This research method uses qualitative methods with descriptive type, using data collection techniques such as interviews, documentation and observation. Data analysis techniques include data reduction, data presentation, and conclusion drawing. Sampling technique This research uses purposive sampling technique because the researcher feels that the sample taken knows best about the problem to be investigated by the researcher.

The results show that the form of political participation of voters in North Barito Regency in 2018 is still low, because the awareness of participating in the elections is still lacking or passive in nature and the factors that influence voter political participation in the 2018 North Barito Regency Election are all influential but more factors. What stands out are the political stimulants and political awareness that make voter participation still low because voters are not aware of political developments in their regions and voters tend to be indifferent to political developments. Rational-critical voter type (rational and critis voter), this is indicated by the existence of voters who consider the superior programs, vision and mission of the regent and deputy regent candidates, traditional-skeptical voters. , when asked about the flagship program, their vision and mission were unable to explain clearly, this type of pre-emotional-emotional voter Transactional politics is increasingly becoming a political trend among the people in several areas in North Barito Regency because the candidates want to win political power instantly.

Suggestions for the General Election Commission of North Barito Regency should provide facilities that can support voter activities in the world of politics as well as provide correct political education, especially aimed at voters so as to stimulate voters' desire to participate in politics for the better and carry out socialization or campaigns all over the place in North Barito Regency so that it can influence voters.
