DPRD memiliki kewajiban untuk mendengarkan aspirasi dari setiap masyarakatnya. Terdapat pada Undang – Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah khususnya pasal 161 huruf i, j dan k tentang Dewan Perwakilan Rakyat Daerah.dari Undang-Undang tersebut dapat dilihat tugas dan kewajiban sebagai anggota DPRD, mulai dari memperjuangkan peningkatan kesejahteraan rakyat hingga menampung dan menindaklanjuti aspirasi dan pengaduan masyarakat.  Penelitian ini bertujuan untuk mendeskripsikan dewan perwakilan rakyat daerah kabupaten paser dalam menyerap aspirasi guru honorer, dan untuk mendeskripsikan dan menganalisis facktor  pendukung dan penghambat dalam menyerap aspirasi guru honorer oleh dewan perwakilan rakyat daerah Kabupaten Paser. Metode penelitian yang digunakan pada penelitian ini adalah kualitatif , dengan Tipe penelitian deskriptif (penggambaran). Penelitian ini dilaksanakan di Kantor DPRD Kabupaten Paser.

Hasil penelitian ini menunjukkan bahwa Dewan Perwakilan Rakyat Daerah Kabupaten Paser dalam menyerap aspirasi guru honorer dengan cara mengadakan forum yang dihadiri oleh guru honorer.  Faktor pendukung DPRD Kabupaten Paser dalam menyerap aspirasi masyarakat diantaranya waktu pertemuan pada forum yang terbatas, penyediaan dana untuk kenaikan gaji yang harus dirapatkan dalam waktu yang cukup lama, dan aspirasi guru honorer yang belum tentu semuanya bisa direalisasikan oleh DPRD. Faktor pendukungnya dengan adanya forum DPRD bisa mendengar secara langsung aspirasi dari guru honorer, sedangkan faktor penghambatnya waktu pertemuan yang terbatas dan juga dana yang masih dianggarkan oleh DPRD sehingga memerlukan waktu untuk merealisasikan kenaikan gaji guru honorer.

DPRD has an obligation to listen to the aspirations of every citizen. It is contained in Law Number 23 of 2014 concerning Regional Government, especially Article 161 letters i, j and k concerning the Regional People's Representative Council. following up on public aspirations and complaints. This study aims to describe the Paser Regency Regional People's Representative Council in absorbing the aspirations of honorary teachers, and to describe and analyze the supporting and inhibiting facktors in absorbing the aspirations of honorary teachers by the Paser Regency Regional People's Representative Council. The research method used in this study is qualitative, with a descriptive type of research (description). This research was conducted at the Paser Regency DPRD Office.

The results of this study indicate that the Regional House of Representatives of Paser Regency in absorbing the aspirations of honorary teachers by holding a forum attended by honorary teachers. The supporting factors for the Paser Regency DPRD in absorbing the aspirations of the community include limited time for meetings at the forum, the provision of funds for salary increases that must be closed for a long time, and the aspirations of honorary teachers, which may not all be realized by the DPRD. The supporting factor is the DPRD forum being able to hear directly the aspirations of honorary teachers, while the inhibiting factor is the limited meeting time and also the funds that are still budgeted by the DPRD so it takes time to realize the salary increase for honorary teachers.
