Permasalahan Efektivitas Program TPST (Tempat Pengelolaan Sampah Terpadu) 3R (Reduce Reuse Recycle) di Kecamatan Banjarmasin Utara Kota Banjarmasin kenyataannya belum optimal karena tidak semua sampah yang ada di Kecamatan Banjarmasin Utara bisa di kelola dengan baik, mengurangi penumpukan sampah, dan mengurangi pembuangan sampah ke TPA (Tempat Pemprosesan Akhir) secara signifikan.

Penelitian ini dilakukan dengan pendekatan penelitian kualitatif dan jenis penelitian yang di gunakan adalah tipe penelitian evaluasi. Dalam memperoleh informasi atau data-data di lakukan dengan wawancara dengan petugas di TPST (Tempat Pengelolaan Sampah Terpadu) 3R (Reduce Reuse Recycle), dan menggunakan data sekunder dari informan.

Hasil penelitian menunjukkan (1) Pencapaian tujuan dalam program TPST (Tempat Pengelolaan Sampah Terpadu) 3R (Reduce Reuse Recycle) di Banjarmasin Utara Kota Banjarmasin dinilai kurang maksimal karena belum ada pencapaian tujuan yang dinilai tercapai secara maksimal karena terdapat beberapa hambatan di lapangan , (2) TPST (Tempat Pengelolaan Sampah Terpadu) 3R (Reduce Reuse Recycle) belum terintegrasi dengan organisasi lainnya.Hal ini dapat dilihat belum ada campur tangan dari organisasi lain dalam pengelolaan TPST (Tempat Pengelolaan Sampah Terpadu) 3R (Reduce Reuse Recycle), (3) Proses adaptasi dalam program TPST (Tempat Pengelolaan Sampah Terpadu) 3R (Reduce Reuse Recycle)  belum dilakukan secara baik karena tidak ada sosialisasi yang dilakukan terhadap lingkungan sekitar TPST (Tempat Pengelolaan Sampah Terpadu) 3R (Reduce Reuse Recycle) serta belum ada peningkatan kemampuan serta peningkatan sarana dan prasarana yang dapat terlihat secara signifikan.

Adapun saran dari peneliti terkait Efektivitas Program TPST (Tempat Pengelolaan Sampah Terpadu) 3R (Reduce Reuse Recycle) di Kecamatan Banjarmasin Utara Kota Banjarmasin, yakni : (1) Dinas Lingkungan Hidup Kota Banjarmasin harus memberikan sosialisasi secara merata. (2) Penambahan jumlah TPST (Tempat Pengolahan Sampah Terpadu) 3R (Reduce Reuse Recycle) dan Bak Sampah. (3) Pembangunan dan Pengaktifan TPST (Tempat Pengolahan Sampah Terpadu) 3R (Reduce Reuse Recycle)

The problem of the effectiveness of the TPST (Integrated Waste Management Site) 3R (Reduce Reuse Recycle) Program in North Banjarmasin District is not optimal because not all waste in North Banjarmasin District can be managed properly, reducing waste accumulation. and reduce dumping of waste into TPA (landfills) significantly.

This research was conducted withqualitative research approach and the type of research used is the type of evaluation research. In obtaining information or data, it is done by interviewing the officer at TPST (Integrated Waste Management Site) 3R (Reduce Reuse Recycle), and use secondary data from informants.

The results showed (1) The achievement of goals in the TPST (Integrated Waste Management Site) 3R (Reduce Reuse Recycle) program in North Banjarmasin was considered to be less than optimal because there were no goals that were considered to be achieved maximally because there were several obstacles in the field, (2) TPST (Integrated Waste Management Site) 3R (Reduce Reuse Recycle)  had not been integrated with other organizations. This can be seen. there has been no interference from other organizations in the management TPST (Integrated Waste Management Site) 3R (Reduce Reuse Recycle), (3) The adaptation process in the TPST (Integrated Waste Management Site) 3R (Reduce Reuse Recycle) program has not been carried out properly because there has been no socialization done to the environment around TPST (Integrated Waste Management Site) 3R (Reduce Reuse Recycle) and there has not been an increase in capacity and improvements in facilities and infrastructure that can be seen significantly .

The suggestions from researchers regarding the Effectiveness of the 3R (Reduce Reuse Recycle) TPST (Integrated Waste Management Site) Program in North Banjarmasin District, Banjarmasin City, are: (1) The Banjarmasin City Environmental Service should provide socialization evenly. (2) Increasing the number of TPST (Integrated Waste Processing Sites) 3R (Reduce Reuse Recycle) and Trash Bins. (3) Development and Activation of TPST (Integrated Waste Processing Site) 3R (Reduce Reuse Recycle)
