M. Reza Saputra (D2B115021), 2021 “Efektivitas Pengelolaan Dana Desa Dalam Peningkatan Infrastruktur Desa di Desa Transmigrasi Dengan Desa Non Transmigrasi Kabupaten Barito Kuala”. Di bawah bimbingan Prof. Dr. H. Budi Suryadi, S.Sos, M.Si selaku dosen pembimbing I dan Dr. Jamaluddin, M.Si selaku  dosen pembimbing II, serta Dr. Fahrianoor, S.IP., M.Si selaku dosen penguji III dan Dr. H. Samahuddin Muharram, S.IP., M.Si selaku dosen penguji IV.

Pengelolaan Dana Desa diberikan pemerintah untuk meningkatkan kesejahteraan dan pemerataan pembangunan desa melalui peningkatan pelayanan publik di desa, memajukan perekonomian desa, mengatasi kesenjangan pembangunan antar desa serta memperkuat masyarakat desa sebagai subjek dari pembangunan. Efektivitas menunjukan keberhasilan dari segi tercapai maupun tidaknya suatu program maupun sasaran yang telah di tetapkan.

Penelitian ini menggunakan pengukuran efektivitas menurut Cambell J.P. (1989:121) yang mengacu pada pencapaian tujuan Pengelolaan Dana Desa Dalam Peningkatan Infrastruktur Desa, meliputi aspek: keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, dan pencapaian tujuan menyeluruh.

Penelitian ini menggunakan pendekatan kualitatif dengan tipe penelitian  komparatif. Teknik pengumpulan data dalam penelitian ini dilakukan dengan melakukan observasi, wawancara, dan dokumentasi. Informan kunci meliputi Kepala Desa, Aparat Desa yang melaksanakan pengelolaan dana desa dan masyarakat yang berada di Desa Karang Indah dan di Desa Berangas Timur.

Hasil penelitian menunjukan bahwa Efektivitas Pengelolaan Dana Desa dalam Peningkatan Infrastruktur Desa di Desa Transmigrasi dengan Desa Non Transmigrasi Kabupaten Barito Kuala sudah efektif dalam keberhasilan program, keberhasilan sasaran, kepuasan terhadap program, dan pencapaian tujuan menyeluruh.

The Village Fund Management is provided by the government to improve the wellbeing and fair development of the village by improving public services in the village, promoting village management, eliminating the differences in development between villages and strengthening rural communities as a development theme. The effectiveness shows the success in terms of whether a program or a goal has been set or not.

This study uses an effectiveness measurement according to Cambell J.P. (1989: 121), which relates to the achievement of the goals of Village Fund Management in improving the village infrastructure, including the aspects: program success, goal success, satisfaction with the program and achievement of the overall goals.

This study uses a qualitative approach with comparative research types. The data acquisition techniques in this study were performed through observation, interview, and documentation. Among the most important sources of information were the village chief and village officials who managed village and community funds in the village of Karang Indah and in the village of East Berangas.

The results showed that the effectiveness of village fund management in improving village infrastructure in the transmigration village and in the non-transmigration village of Barito Kuala Regency was effective for the success of the program, the success of the goals, the satisfaction with the program and the achievement of the overall goals.
