ABSTRACT Keywords : Legal Aid, Constitusional Rights, State’s Responsibility The purpose of this thesis study is to conduct comprehensive research on the state's responsibility for legal aid in fulfilling the constitutional rights of the poor. The focus of the object to be studied is identified as two problems, namely: how is the access of the poor to free legal aid and how is the state's responsibility to the constitutional rights of citizens to get free legal aid. This study is analytical descriptive, which provides explanations to describe the problem. Meanwhile, the method used is the normative legal research method, namely the method or method used is done by examining existing library materials and then complementing the legal theories and opinions of leading legal scholars. The study results concluded that the provision of legal aid to the poor is an attempt by the state to fulfill and simultaneously implement constitutional rights as a form of state responsibility. This is in line with the objectives of legal aid itself, namely realizing access to justice for the poor and also creating an effective, efficient and accountable justice. Even so, there is still a tendency that access to legal aid is only able to be felt by certain parties who have the ability to access it
