Penelitian ini beranjak dari kasus pendemi covid-19 yang terjadi sejak tahun 2019. Indonesia masih dihadapkan pada situasi yang tidak menguntungkan yaitu mewabahnya Corona Virus Disease 2019 (Covid-19) yang telah ditetapkan oleh World Health Organization (WHO) sebagai pandemi global yang turut mengancam keselamatan jiwa warga Negara serta merusak perekonomian nasional.. per Tanggal 14 Desember  2020, Pukul 12.00 angka suspek covid-19 sebanyak 644 orang sehingga perlu langkah-langkah serius penanganan covid-19 di Kabupaten Paser. Dengan adanya pandemic tersebut DPRD memiliki tugas dan fungsinya dalam menanggulangi covid-19 Kabupaten Paser. Tujuan penelitian ini untuk mengetahui peran DPRD Kabupaten Paser dalam menanggulangi covid-19 melalui fungsi anggaran dan pengawsan dan juga mengetahui faktor penghambat dan pendukung dalam penanggulangan covid-19. Metode penelitian ini kualitatif. , dengan Tipe penelitian deskriptif (penggambaran). Penelitian ini dilaksanakan di Kantor DPRD Kabupaten Paser. 

Hasil penelitian ini, menunjukkan Peran Dewan Perwakilan Rakyat Daerah Kabupaten Paser sesuai dengan fungsinya dan berjalan dengan baik. Seperti fungsi anggaran dimana untuk penanganan covid-19 DPRD Kabupaten Paser melaksanakan anggaran dengan mendesak pemerintah untuk memindahkan APBD murni untuk penanganan covid-19, dan hal tersebut bisa dilaksanakan dalam kurun waktu 3-8 bulan. Dalam fungsi pengawasan, peran DPRD berupa pengawasan turun kelapangan dan juga pelaksanaan pelaporan secara rutin dalam mengawasi penanggulangan covid-19 yang ada di Kabupaten Paser. Faktor pendukung alokasi APBD murni menjadi dana covid dan partisipasi masyarakar. Faktor penghambat dalam penanggulangan covid-19 yang dialami DPRD berupa faktor sosial yaitu dari masyarakat itu sendiri.

 This research departs from the case of the COVID-19 pandemic that has occurred since 2019. Indonesia is still faced with an unfavorable situation, namely the outbreak of the Corona Virus Disease 2019 (Covid-19) which has been designated by the World Health Organization (WHO) as a global pandemic that is also threatening  safety of citizens' lives and damage to the national economy.. as of December 14, 2020, at 12.00 the number of suspected COVID-19 cases was 644 people, so serious steps were needed to deal with covid-19 in Paser Regency.  With the pandemic, the DPRD has the task and function of tackling Covid-19 in Paser Regency.  The purpose of this study was to determine the role of the Paser Regency DPRD in tackling covid-19 through the budget and supervision functions and also to find out the inhibiting and supporting factors in overcoming covid-19.  This research method is qualitative.  , with the type of descriptive research (description).  This research was conducted at the Paser Regency DPRD Office.

 The results of this study indicate that the role of the Regional House of Representatives in Paser Regency is in accordance with its function and is running well.  Such as the budget function, where for the handling of COVID-19, the Paser Regency DPRD implements the budget by urging the government to move the APBD purely for handling COVID-19, and this can be carried out within a period of 3-8 months.  In the supervisory function, the role of the DPRD is in the form of field supervision and also the implementation of routine reporting in supervising the handling of COVID-19 in Paser Regency.  The inhibiting factor in dealing with COVID-19 experienced by the DPRD is in the form of social factors, namely from the community itself.
