Menanggapi dampak negatif yang ditimbulkan pandemi covid-19 terhadap keberlangsungan UMKM di Indonesia yang membuat perekonomian UMKM menjadi terhambat, pemerintah saat ini memberikan fokusnya pada pemulian ekonomi nasional dengan memberikan stimulus bagi UMKM terkhususnya Usaha Mikro, tak terkecuali di Kota Banjarmasin. 

Penelitian ini  bertujuan untuk mengetahui; 1) peran Dinas Usaha Mikro dan Tenaga Kerja Kota Banjarmasin dalam memberikan bantuan untuk usaha mikro yang terdampak covid-19. 2) Faktor Penghambat Dinas Koperasi Usaha Mikro Dan Tenaga Kerja Kota Banjarmasin Dalam Memberikan Bantuan Usaha Mikro Di Kota Banjarmasin Yang Terdampak Covid-19.

Metode penelitian memakai pendekatan kualitatif dengan tipe penelitian deskriptif kualitatif. Dengan teknik informasi memakai teknik purposive sampling. Teknik pengumpulan data yaitu wawancara, observasi, dan dokumentasi. Teknik analisis data meliputi pengumpulan data informasi, reduksi data, penyajian data, dan penarikan kesimpulan.

Hasil penelitian menunjukan bahwa peran Dinas Koperasi, Usaha Mikro dan Tenaga Kerja Kota Banjarmasin  dalam memberikan bantuan untuk usaha mikro yang terdampak negatif pandemi covid-19 sudah berjalan sebagaimana dengan tugasnya sesuai dengan indikator yang digunakan peneliti yaitu sebagai fasilitator, regulator, dan katalisator. Adapun faktor yang menjadi penghambat oleh Dinas Koperasi, Usaha Mikro dan Tenaga Kerja Kota Banjarmasin dalam menjalankan perannya dalam memberikan bantuan yaitu: tidak terintegrasi data UMKM yang ada serta jumlah bantuan yang terbatas menjadi kekuarangan dalam memberikan bantuan kepada pelaku usaha mikro di kota Banjarmasin yang terdampak pandemi covid-19.

Responding to the negative impact caused by the COVID-19 on the sustainability of MSMEs in Indonesia, which hampered the MSME economy, the government is currently focusing on restoring the national economy by providing a stimulus for MSMEs, especially Micro Enterprises, not least in the City of Banjarmasin. 

This study aims to determine; 1) the role of the Banjarmasin City Micro Business and Manpower Office in providing assistance to micro businesses affected by COVID-19. 2) Inhibiting Factors for the Office of Micro Business Cooperatives and Manpower in Banjarmasin City in Providing Micro Business Assistance in Banjarmasin City Affected by Covid-19.

The research method uses a qualitative approach with a qualitative descriptive research type. With the information technique using purposive sampling technique. Data collection techniques are interviews, observation, and documentation. Data analysis techniques include information data collection, data reduction, data presentation, and drawing conclusions.

The results of the study show that the role of the Banjarmasin City Cooperative, Micro-Enterprise and Manpower Office in providing assistance to micro-enterprises that have been negatively affected by the COVID-19 pandemic has been running according to its duties according to the indicators used by researchers, namely as facilitators, regulators, and catalysts. The factors that hinder the Banjarmasin City Cooperatives, Micro Enterprises and Manpower Office in carrying out their role in providing assistance are: the existing MSME data is not integrated and the limited amount of assistance is a weakness in providing assistance to micro business actors in the city of Banjarmasin affected by the pandemic. covid-19.
