The problem of this study is the low learning outcomes of students in grade IV SDN Sungai Lulut 3 Banjarmasin which is caused by the lack of active student involvement in the learning process, lack of student focus in learning, still rarely carried out group activities, learning that is still monotonous and less enjoyable. The solution is to use the GESPER model. The purpose of this study is to describe teacher activities and analyze student activities to improve student learning outcomes in PPKn learning using the GESPER model in grade IV students of SDN Sungai Lulut 3 Banjarmasin.

            This study used class action research (PTK), carried out in 4 meetings in class IV of SDN Sungai Lulut 3 Banjarmasin with a total of 26 students. The data were analyzed based on the results of observations of teacher activities, student activities and student learning outcomes. The data were analyzed with descriptive techniques and depicted in the form of tables and graphs, then interpreted using the criteria on each indicator of the success of teacher activity, student activity and the achievement of individual and classical student learning completion.

            The results showed that teacher activities at each meeting were carried out according to the plan from a score of 25 with a "good" criterion increased to a score of 32 with the criterion of "excellent". Student activity increased at meeting 1 obtaining 42% of the "moderately active" criterion increased at meeting 4 to 100% of the "very active" criterion. Likewise, the student learning outcomes at meeting 1 obtained the classical completion of 62% of completed students increased to 96% of students who completed at meeting 4.

            Based on these findings, the GESPER model can improve student learning outcomes. The advice for teachers, principals and other researchers is that the results of this study can be used as an alternative in choosing and using learning models, especially in the content of PPKn in elementary schools.
