ABSTRAK “Efektivitas Pelaksanaan Program Kelompok Usaha Bersama (KUBE) di Kelurahan Alalak Selatan Kota Banjarmasin di Masa Pandemi Covid-19 (Studi di Dinas Sosial Kota Banjarmasin dan Kelurahan Alalak Selatan Kota Banjarmasin)” NIM. 1710413620008, 2022. Bapak Dr. H. Samahuddin Muharram,M.Si selaku Dosen Pembimbing Dr. H. Samahuddin Muharram,M.Si dan Bapak Drs. Abdurrahman, M.Si selaku dosen penguji. Tujuan penelitian adalah untuk mengetahui gambaran efektivitas pelaksanaan Program Kelompok Usaha Bersama (KUBE) di Kelurahan Alalak Selatan Kota Banjarmasin dimasa pandemi Covid-19 serta untuk mengetahui faktor pendukung dan penghambat dari pelaksanaan Program KUBE tersebut. Metode penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Data dikumpulkan dengan dokumentasi dan wawancara kepada 7 orang informan. Teknik Pengumpulan data ditentukan dengan menggunakan teknik wawancara. Analisis data menggunakan reduksi data, menampilkan data, verifikasi dan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan program KUBE bagi masyarakat di Kelurahan Alalak Selatan tidak berjalan dengan baik dalam memenuhi kebutuhan hidup di masa pandemi, dan masih terdapat beberapa faktor yang menghambat pelaksanaan Efektivitas Program Kelompok Usaha Bersama ini yang harus diperbaiki kedepannya untuk pemulihan ekonomi masyarakat. Disarankan perlu adanya kebijakan yang mendasar dari Dinas Sosial Provinsi maupun Kota Banjarmasin, sehingga Kelompok Usaha Bersama (KUBE) tidak mengalami penurunan ekonomi dimasa pandemi Covid-19. Seperti memberikan berupa modal usaha terhadap anggota KUBE atau memberikan wadah lapangan untuk menjual barang atau usaha yang bisa dijual. ABSTRACT "The Effectiveness of the Implementation of the Joint Business Group (KUBE) Program in the South Alalak Village of Banjarmasin City during the Covid-19 Pandemic (Study at the Banjarmasin City Social Service and South Alalak Village, Banjarmasin City)" NIM. 1710413620008, 2022. The purpose of the study was to describe the effectiveness of the implementation of the Joint Business Group Program (KUBE) in the South Alalak Village, Banjarmasin City during the Covid-19 pandemic and to determine the supporting and inhibiting factors of the implementation of the KUBE Program. The research method uses a qualitative approach with a descriptive type of research. Data were collected by documentation and interviews with 7 informants. Data collection techniques were determined by using interview techniques. Data analysis uses data reduction, data display, verification and conclusion. The results showed that the implementation of the KUBE program for the community in the Alalak Selatan Village did not go well in meeting the needs of life during the pandemic, and there were still several factors that hindered the implementation of the Effectiveness of the Joint Business Group Program which must be improved in the future for the community's economic recovery. It is recommended that there is a need for a basic policy from the Provincial Social Service and the City of Banjarmasin, so that the Joint Business Group (KUBE) does not experience an economic downturn during the Covid-19 pandemic. Such as providing business capital to KUBE members or providing a field platform to sell goods or businesses that can be sold. Keywords: Effectiveness, Program Success, Target Success.
