ABSTRAK
Bagus Abdurrohman, 1810411610040, 2022. “Implementasi Program
Angkutan Pelajar Gratis di Lingkungan Dinas Perhubungan Kota
Banjarmasin”. Dibawah bimbingan Ibu Aulia.
Pemerintah Kota Banjarmasin, Kalimantan Selatan, meluncurkan program
angkutan pelaar gratis yaitu diantaranya angkutan kota pelajar ceria gratis untuk mengangkut para pelajar dari berbagai wilayah kota Banjarmasin ke sekolah. Angkutan Pelajar Banjarmasin merupakan layanan jasa angkutan gratis yang diberikan oleh Pemerintah Kota Banjarmasin melalui Satuan Kerja Perangkat Daerah (SKPD) Dinas Perhubungan Kota Banjarmasin, tujuan dari angkuta pelajar gratis tersebut sebagai angkutan antar jemput pelajar siswa/i sekolah di Banjarmasin. Angkutan Pelajar ini memiliki rute tetap (angkutan dalam trayek) dan jadwal antar jemput berdasarkan jadwal atau waktu masuk dan pulang sekolah yang menjadi tujuan angkutan pelajar. Penelitian ini bertujuan untuk mengetahui: 1) Implementasi program angkutan pelajar gratis di lingkungan Dinas Perhubungan Kota Banjarmasin; dan 2) Faktor-faktor yang menghambat Implementasi program angkutan pelajar gratis di lingkungan Dinas Perhubungan Kota Banjarmasin.
Teori yang digunakan dalam penelitian ini adalah teori implementasi dari
Charles O. Jones (1996:296) yang berpendapat bahwa dalam implementasi
program terdapat tiga faktor atau tiga pilar aktivitas yang mempengaruhinya: Pengorganisasian, Interpretasi, dan Aplikasi. Penelitian ini menggunakan tipe penelitian deskriptif dengan pendekatan kualitatif. Sumber data diperoleh dari data primer dan data sekunder serta teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan dokumentasi.
Hasil penelitian menunjukkan bahwa implementasi program angkutan
pelajar gratis di lingkungan Dinas Perhubungan Kota Banjarmasin sudah cukup baik meskipun masih ada beberapa kriteria dari sumber daya pendanaan, fasilitas dan penerapan program terdapat kendala yang terjadi tetapi hal tersebut bukanlah bersifat fatal yang menyebabkan gagalnya implementasi program angkutan pelajar gratis di lingkungan Dinas Perhubungan Kota Banjarmasin. Adapun kendala kendala tersebut yaitu: 1) kurangnya fasilitas armada yang tersedia, 2) kurangnya anggaran, 3) kurangnya sikap disiplin para pelaksana, dan 4) belum melayani seluruh sekolah di kota Banjarmasin.
Kesimpulan yang di dapat: 1) Lembaga terkait agar dapat memanfaatkan
penggunaan fasilitas armada semaksimal mungkin dan selalu menggunakan
anggaran program angkutan pelajar gratis tersebut sebaik mungkin. 2) Setiap para pelaksana program angkutan pelajar gratis agardapat memahami dan menjalankan tugas dan fungsinya masing –masing sesuai dengan tanggungjawabnya. 3)Semoga program ini kedepannya dapat mencapai tujuan utama ialah memberikan pelayanan angkutan pelajar gratis ke seluruh sekolah yang ada di Kota Banjarmasin.

ABSTRACT

Free Student Transportation Program in the Banjarmasin City Transportation
Service”. Under the guidance of Mrs. Aulia.
The Banjarmasin City Government, South Kalimantan, launched a free
student transportation program, including free cheerful student city
transportation to transport students from various areas of the city of Banjarmasin to school. Banjarmasin Student Transportation is a free transportation service provided by the Banjarmasin City Government through the Regional Apparatus Work Unit (SKPD) of the Banjarmasin City Transportation Service, the purpose of the free student transportation is as a shuttle transportation for school students in Banjarmasin. This Student Transportation has a fixed route (transport in the route) and a pick-up schedule based on the schedule or time of entry and return from school which is the destination of student transportation. This study aims to determine: 1) Implementation of the free student transportation program within the Department of Transportation of Banjarmasin City; and 2) the factors that hinder the implementation of the free student transportation program within the Banjarmasin City Transportation Service.
The theory used in this study is the implementation theory of Charles O.
Jones (1996:296) who argues that in program implementation there are three
factors or three pillars of activity that influence it: Organizing, Interpretation,
and Application. This study uses a descriptive type of research with a qualitative approach. Sources of data obtained from primary data and secondary data and data collection techniques used are interviews, observation, and documentation.
The results showed that the implementation of the free student transportation program within the Banjarmasin City Transportation Service was running well even though there were still some criteria from the organization and
the application there were obstacles that occurred but this was not fatal which
caused the failure of the implementation of the free student transportation
program in the Office environment. Banjarmasin City Transportation. The
obstacles are: 1) lack of available fleet facilities, 2) lack of budget, 3) lack of
discipline of implementers, and 4) not serving all schools in Banjarmasin city.
The conclusion that can be draw : 1) Relevant institutions in order to take
advantage of the use of fleet facilities as much as possible and always use the
budget for the free student transportation program as best as possible. 2) Every
implementer of the free student transportation program in order to understand
and carry out their respective duties and functions in accordance with their
responsibilities. 3) Hopefully in the future this program can achieve the main goal of providing free student transportation services to all schools in Banjarmasin City.
