The teacher's task in developing students' skills in accordance with the demands of the industrial revolution era 4.0 and the era of society 5.0 is to design and develop learning experiences for and encourage students to have higher and more creative thinking skills. teachers who are professional and responsive to technology and efforts to prepare competent SMK graduates for the development of the revolutionary era and also answer the wishes of the business world and the industrial world.

Focus of the research; (1) teacher management development through; school program planning on teacher competence, implementation of development activities, and evaluation of development activities and programs; (2) the success, failure and factor of teacher resource development management.

This study uses a qualitative approach. The subjects of this study were the principals and teachers of SMK Negeri 2 and SMK Negeri 4 Banjarmasin. Data were collected using interview, observation, and documentation techniques. The data collected through these various techniques were examined and data reduction, data presentation, and data verification were carried out. Checking the validity of the data is carried out using credibility, transferability, dependability and confirmability. Then the data were analyzed by single case analysis and cross site analysis.

The result showed: planning of development management at SMK Negeri 2 Banjarmasin includes activities of goal formulation, preparation in meeting activities, preparation of upskilling and reskilling programs. Implementation through: on the job training and off the job training activities. Evaluation are: evaluating processes, impacts and development programs. The failure at SMK Negeri 2 Banjarmasin are discipline, apathetic teacher attitudes and teachers do not participate in on the job training activities. The success factors are exemplary of headmaster, motivation, reward and punishment. Availability of technology-based infrastructure. Implementation at SMK Negeri 4 Banjarmasin with planning activities, namely goal formulation, needs analysis, team formation and collecting information. Implementation are: qualification programs, training programs and learning development programs. Evaluation includes response/reaction, results and learning. The failure are: there isnt absence of validation, teacher's understanding of the assessment development program. The success factor are the existence of government support and school policies in optimizing development program activities.

The results of this study indicate that Principals are expected to maintain and further enhance teacher development efforts through rewards and training education for teachers in order to increase their potential and competence. Development program activities can improve the quality of education in schools can be achieved properly and further increase. Teachers are expected to be able to motivate and have high enthusiasm in improving their competence and performance in the learning process in order to improve the quality of education expected by schools.
