The goals this legal research are to study and analyze the legal protection to the victims of dependency of narcotic abuse,and to studyand analyze the enforcement of Article 112 and Article 114 of Act Number 35 of 2009 concerning Narcotics to the victims of dependency of narcotic abuse, and also explain future solutions for the said victims.

The results of theresearch indikate that firstly, the forms of legal protection to the victims of dependencyof narcotic  abuse through pre-emptive, prevntive and approach to all lares of the society to understand the government policy to cmbat narcotig that all people are exactly aware of latent danger narcotics.. Preventive one is done by including of forbidden acts into the Narcotics Act in order to e preventthe narcotic crimes. Repressive one function to cope whit the crimes based on the principle of guild stipulated in the prevailing statutory regulations.Secondly, the enforcement of Article 112 and Article 114 of Act Number 35 of 2009 concerningon Narcotics of the victims of dependency of narcotics abuse has been applied by the narcotic crime.. Besides protection to the victims of dependency of narcotics abuse cannot be implemented where the process of case handling by the police still refers to the KUHAP (Criminal Law Procedure) starting, from the investigation by the Policet investigation untul the delivery of case to the public prosecutor. the authority of rehabilitation at the period of investigation by the police cannot cover the performance of legal protection of the victims of dependency af narcotics abuse. The sanction exptected to be imposed to them is rehabilitation and imprisonment. The rehabilitation is aimed at healing thevictims’psychology which has been influenced by the said drugs andimprisonment is used as deterrent effect to them.
