ABSTRACT Keywords: Local law products, Network, Industrial Revolution The thesis entitled Formation of Network-Based Regional Legal Products as a Transformation of Legal Services in the Industrial Revolution Era aims to find out how the process of establishing network-based regional legal products is carried out by the Government, starting from the process of submission, facilitation, harmonization, finalization, legalization, and promulgation. and examine whether local legal products produced by using information technology based on the network have complied with the applicable legal provisions and norms so that they have complied with the General Principles of Good Legislation. Writing this thesis is normative legal research, namely research conducted by examining literature or legal materials in the form of primary legal materials and secondary legal materials. The results obtained are that a good regional legal product must meet the formal and material requirements according to the applicable laws and regulations. As a result of the development of information technology in the formation of laws and regulations such as regional legal products, many regions in their formation make use of information technology. In general, the use of information technology in legal relations does have a legal basis, but specifically in the formation of laws and regulations the use of information technology does not yet exist. In statutory tests or judicial reviews, generally it concerns material aspects, but there are also tests on formal aspects. The use of information technology in the formation of regional legal products, including the formal aspects of the formation of laws and regulations, has the potential to cause procedural defects, so that the use of information technology in the formation of regional legal products has a legal basis.
