Upaya penanggulangan kemiskinan untuk peningkatan pemberdayaan pada sektor ekonomi masyarakat guna mendorong ekonomi kelompok masyarakat lebih baik, salah satunya melalui Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan (PNPM-MPd) khususnya program simpan pinjam bagi kelompok perempuan.

Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas pengelolaan serta faktor-faktor yang mempengaruhi efektivitas pengelolaan Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan (PNPM-MP) khusus program simpan pinjam kelompok perempuan di Kelurahan Baamang Tengah Kecamatan Baamang Kabupaten Kotawaringin Timur

Informan pada penelitian ini adalah Lurah Baamang Tengah, Pengelola dana PNPM, dan Kelompok masyarakat pengelola dana PNPM-Mandiri Perdesaan dalam bentuk simpan pinjam di Kelurahan Baamang Tengah Kecamatan Baamang Kabupaten Kotawaringin Timur. Data dikumpulkan dengan teknik wawancara yang kemudian hasilnya dianalisis dengan menggunakan analisis kualitatif menurut Miles dan Huberman.

Hasil penelitian menunjukkan bahwa (1) Efektivitas dari PNPM-MP khusus Program Simpan Pinjam Kelompok Perempuan di Kelurahan Baamang Tengah, Kecamatan Baamang, Kabupaten Kotawaringin Timur sudah cukup baik, hal ini ditunjukkan dengan : (a) Pencapaian tujuan, dengan berdasarkan pada ukuran kurun waktu, pelaksanaan program ini sudah cukup baik dimana program ini terus berjalan dan bergulir dengan baik. (b) Integrasi, dalam penerapan PNPM SPP di Kelurahan Baamang Tengah, berbagai pihak seperti BKAD dan UPK berperan aktif untuk perguliran serta dengan perencanaan, administrasi dan pengelolaan keuangan yang baik untuk pengelolaan organisasi yang baik. (c) Adaptasidalam program ini sendiri sudah cukup baik,dimana risiko atas menunggaknya peminjam danakarena proses inisiasi awal cukup dapat termitigasi dengan proses verifikasi yang baik. (2) Faktor yang menjadi kendala antara lain : (a) Faktor internal, yang terdiri dari (i) Pengelolaan operasional sehari-hari yang baik akan membuat program ini berjalan dengan efektif, baik dari segi perencanaan, administrasi, dan juga kesadaran akan tujuan dari eksistensi organisasi. (ii) Program SPP ini tidak berjalan efektif jika terjadi kredit macet yang bisa saja disebabkan oleh kesalahan dalam proses inisiasi awal. (b) Faktor eksternal, terdiri atas (i) Karakteristik pengguna dana yang tidak bagus, (ii) Terjadi penggunaan dana yang tidak sesuai tujuan awal.

Poverty reduction efforts for the enhancement of the economic sector of the community empowerment to encourage economic community groups better, one of them through the national community empowerment Program Self-sustaining Rural (PNPM-MPd) particular programs save loan for women's groups.

This research aims to find out and analyze the effectiveness of management as well as the factors that influence the effectiveness of the management of the National Program of Rural Community Empowerment (PNPM-MP) special programs save loan group of women in the Central Baamang Village, District of Baamang, East Kotawaringin.

Informants in this study is the head of Baamang, the Fund Manager PNPM, and community group Fund Manager PNPM-Rural Independent in the form save loan in the Central Baamang Village, District of Baamang, East Kotawaringin.. Data gathered with interview techniques which are then the result is analyzed using Miles and Huberman qualitative analysis.

The results showed that (1) The effectiveness of PNPM-MP Special Programs Save Loan group of women in the Central Baamang Village, District of Baamang, East Kotawaringin is already good enough, this is indicated by: (a) the achievement of the goals, with based on the size of the period, the implementation of this program has been well enough where the program is kept running and rolling well. (b) integration, in application of the PNPM SPP in the Central Baamang Village, District of Baamang, East Kotawaringin, various parties such as BKAD and play an active role to UPK revolving as well as with the planning, administration and financial management that is good for the good management of the organization. (c) the adaptation in this program alone is already good enough, where the risk of borrower funds delinquent up because initiation process early enough can mitigated with the verification process. (2) Factors that become obstacles, among others: (a) internal factors, consisting of (i) the management of the daily operations of the good will make this program runs effectively, both in terms of planning, administration, and also an awareness of the purpose of the existence of the organization. (ii) the Program is not running SPP effective in case of bad debts that could have been caused by an error in the initiation process early. (b) external factors, consisting of (i) the characteristics of the users of the funds not good, (ii) use of funds does not match the original purpose.
