Penelitian ini dilatarbelakangi oleh masih adanya masyarakat tergolong ekonomi lemah di Desa Baharu utara Kecamatan Pulau Laut Utara Kabupaten Kotabaru belum mengikuti sertifikasi lahan melalui PRONA. Hal ini dikarenakan beberapa kendala, yaitu adanya anggapan masyarakat mengenai biaya pengurusan sertifikat tanah melalui PRONA masih dipungut biaya yang cukup mahal meskipun dalam peraturan mengenai PRONA menyatakan biayanya gratis sehingga menyebabkan peserta PRONA didominasi oleh masyarakat berpenghasilan tinggi. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengindentifikasi kendala-kendala dan menganalisis bagaimana sertifikasi lahan melalui manajemen proyek operasi nasional agraria (PRONA) di Desa Baharu Utara Kecamatan Pulau Laut Utara Kabupaten Kotabaru dalam memberikan pelayanan sertifikasi tanah pertama kali dengan proses sederhana, mudah, cepat dan murah untuk menjamin kepastian hukum hak atas tanah.

Penelitian ini menggunakan pendekatan kualitatif dengan jenis data primer dan sekunder yang diperoleh melalui metode observasi, wawancara, dan pengamatan langsung. Adapun fokus penelitian ini menggunakan konsep perpaduan sertifikasi tanah yang lebih membahas pada beberapa unsur manajemen dalam kegiatan PRONA yang dapat menghasilkan kesuksessan dalam menjalankan manajemen proyek yaitu biaya, waktu, dan mutu untuk mencapai tujuan PRONA.

Dari hasil penelitian dan analisis yang dilakukan peneliti dapat disimpulakan bahwa manajemen proyek sertifikasi lahan melalui PRONA di Desa Baharu Utara Kecamatan Pulau Laut Utara Kabupaten Kotabaru dapat dikatakan belum sukses dan belum optimal, hal ini dapat dilihat dari indikator kesuksessan manajemen proyek, seperti Biaya proyek sertifikasi lahan melalui PRONA tidak sesuai kontrak atau melebihi batas yang direncanakan, Waktu penyelesaian PRONA sudah sesuai dengan peraturan yang dijalankan selama satu periode atau kurang labih satu tahun anggran, dan Mutu pekerjaan penyelesaian PRONA belum optimal karena meskipun kegiatan PRONA sudah berjalan secara sistematis dan sesuai peraturan yang berlaku, pelayanan yang diberikan oleh pihak yang terlibat dalam PRONA sudah baik, dan hasil dari PRONA berupa sertifikat tanah sangat berguna bagi masyarakat, tetapi sasaran utama PRONA belum dicapai secara maksimal dan tidak sesuai kotrak perencanaan, yaitu Peraturan Menteri/Kepala Badan Pertanahan Nasional Nomor 4 Tahun 2015.

This research is motivated by the fact that there are still people belonging to the economically weak community in the Baharu UtaraVillage, Pulau Laut Utara District, Kotabaru Regency, who have not participated in land certification through PRONA. This is due to several obstacles, namely the community's assumption regarding the cost of obtaining land certificates through PRONA which is still quite expensive, even though the regulations regarding PRONA state that the fee is free, causing PRONA participants to be dominated by high-income people. Therefore, the purpose of this study is to identify the constraints and analyze how land certification through the management of the National Agrarian Operations Project (PRONA) in the Baharu Utara Village, Pulau Laut Utara District, Kotabaru Regency, in providing land certification services for the first time with a simple, easy process. , fast and cheap to ensure legal certainty of land rights.

This study uses a qualitative approach to the types of primary and secondary data obtained through methods of observation, interviews, and direct observation. The focus of this study uses the concept of integrating land certification which discusses more on some elements of management in PRONA activities that can produce success in carrying out project management namely cost, time, and quality to achieve the objectives of PRONA.

From the results of research and analysis conducted by researchers it can be concluded that the management of land certification projects through PRONA in Baharu Utara Village, Pulau Laut Utara District, Kotabaru Regency can be said to have not been successful and not optimal, this can be seen from the indicators of the success of project management, such as the cost of land certification project through PRONA is not in accordance with the contract or exceeds the planned limit, the time to complete the PRONA is in accordance with the regulations that are run for one period or less than one budget year, and the quality of work of the PRONA settlement is not optimal because even though the PRONA activities have proceeded systematically and in accordance with applicable regulations , the services provided by parties involved in PRONA are already good, and the results of PRONA in the form of land certificates are very useful for the community, but the main target of PRONA has not been achieved optimally and is not in accordance with the planning contract, namely Ministerial Regulation / Head of Tha National Land Agrncy Number 4 Year 2015.
