Abstrak

Pemerintah Kabupaten Barito Utara telah menerbitkan Peraturan Daerah Kabupaten Barito Utara  Nomor 4 Tahun 2011 tentang Izin usaha pengeloaan rumah sarang burung walet yang telah ditetapkan untuk mengatur pengelolaan dan pengusahaan sarang burung walet, sekaligus demi mencapai keselarasan lingkungan. Penelitian ini berdasarkan indikasi-indikasi masalah pengelolaan usaha sarang burung walet di Kabupaten Barito Utara (Muara Teweh) yang semakin banyak dan maraknya usaha yang berjalan secara illegal. Hal tersebut disebabkan karna nilai jual sarang yang di hasilkan dari burung walet dapat menghasilkan nilai jual yang tinggi dan menguntungkan, sehingga minat dari sebagian masyarakat ataupun pihak tertertu juga sangat tinggi.

Penelitian ini bertujuan untuk mengetahui bagaimana implementasi Daerah Kabupaten Barito Utara  Nomor 4 Tahun 2011 tentang Izin usaha pengeloaan rumah sarang burung walet. Teori yang digunakan dalam penelitian ini adalah proses implementasi oleh Sabatier dan Mazmanian (1983)  yaitu : kejelasan isi kebijakan dan konsistensi tujuan (perizinan dan badan pelaksana pengawasan), dan kesediaan kelompok sasaran mematuhi kebijakan. Sehingga berkaitan dengan teori faktor-faktor yang mempengaruhi implementasi kebijakan oleh Edward III (1980) yaitu : Komunikasi, Sumberdaya, Disposisi, dan Birokrasi. Penelitian ini mengunakan pendekatan kualitatif dengan tipe deskriptif. Analisis data digunakan mencangkup empat tahap yaitu: 1) Pengumpulan data 2) reduksi data 3) peyajian data 4) dan penarikan kesimpulan. Lokasi penelitian ini dilakukan di Kabupaten Barito Utara dan Kota Muara Teweh yang sebagai pusat pemerintahan.

Hasil penelitian menunjukan bahwa Perda tersebut belum bisa terlaksana sebagaimana mestinya fakta di lapangan menunjukkan penangkaran sarang burung walet yang ada di Kabupaten Barito Utara tidak berjalan sesuai dengan ketentuan yang berlaku dan menyalahi aturan. Hal ini  di karenakan isi dari kebijakan tersebut kurang jelas sehingga belum ada kesepahaman terkait kebijakan izin usaha sarang burung walet antara pihak badan pelaksana dan para pengusaha sarang burung walet sebagai sasaran kebijakan. Sehinga sosialisasi tentang peraturan daerah tersebut belum maksimal, dan kurang partisipasi masyarakat dalam melakukan pengawasan. Artinya Peraturan Daerah Kabupaten Barito Utara  Nomor 4 Tahun 2011 tentang Izin usaha pengeloaan rumah sarang burung wallet belum terlaksana dengan baik.

       The government of North Barito Regency has published the regional regulation of North Barito Regency No. 4 of 2011 concerning the establishment of a derail nest house to manage the management and administration of swallow nests, To achieve environmental alignment. This research is based on indications of the management problem of the Swallow nest business in North Barito Regency (Muara Teweh) and more and most of the business is running illegal. This is because the selling value of nests that are produced from Swallow can produce a high and profitable selling value, so that the interest from some people or tertertu also very high.

      This research aims to know how to implement the district of North Barito number 4 year 2011 about the business license of the management of the Swallow Nest House. The theory used in this research is the implementation process by Sabatier and Mazmanian (1983) namely: clarity of the content of policy and consistency of purpose (licensing and supervisory agency), and the willingness of the target group to adhere to policies. So it relates to the theories of factors that influence the implementation of policy by Edward III (1980) namely: communication, resources, disposition, and bureaucracy. This study uses a qualitative approach with a descriptive type. Data analysis is used for four stages: 1) data collection 2) data reduction 3) data 4) and withdrawal of conclusions. The location of this research was conducted in North Barito Regency and Muara Teweh City as the center of Government.

        The results showed that Perda was not able to do as should fact in the field shows that the Swallow nest in the North Barito Regency does not run in accordance with the prevailing provisions and violated Rules. This is in because the content of the policy is less obvious, so there is no understanding of the policy of business permit of the swallow nest between the implementing agencies and the Walquet nest entrepreneurs as a policy target. The socialization of local regulations is not maximally, and lack of community participation in supervision. This means that the regional regulation of North Barito Regency No. 4 of 2011 on the business license of the management of the bird's house nest Wallet has not been carried out well.
