ABSTRAK

 

Penelitian bertujuan mengetahui implementasi kebijakan publik terhadap penataan dan pemberdayaan pedagang kaki lima kuliner baiman Kota Banjarmasin.

Metode ini  pendekatan kualitatif, tipe deskriptif. Teori Goerge C Edward III  bukunya Riant Nugroho komunkasi, sumber daya, disposisi, struktur birokrasi. Data dikumpul dengan wancara, observasi dan dokumentasi hasilnya dianaliskualitatif menurut Miles dan Hubermen.

Hasil penelitian belum optimal. Bedasarkan pada latar belakang banyaknya jumlah Pedagang yang berjualan dipinggiran jalan km.1-6 Kota Banjarmasin, hal ini membuat pemerintah kota menggagas dan memindahkan mereka dengan  Peraturan Daerah Nomor 26 Tahun 2012 tentang penataan dan pemberdayaan pedagang kaki lima. Bertujuan untuk menata serta memberikan pembinaan terhadap perdagang kaki lima agar tidak mengganggu ketertiban dan fasilitas-fasilitas umum yang mana masih banyak pedagang yang berjualan di atas trotoar bahu jalan menyebabkan kemacetan lalu lintas dan mengganggu ketertiban serta fungsi jalan. Salah satu alternatif yang diberikan ialah berupa Program “Kuliner Baiman” bertujuan agar pedagang dapat ditata dan dibina menjadi pedagang kaki lima yang lebih teratur.

Kepada Dinas Koperasi dan UMKM (Usaha Mikro Kecil Menengah), perlulebih bisa mendengarkan keluhan dari pedagang soal perbaikan penunjang Kuliner Baiman seperti parkiran perlu disemen agar tidak becek saat musim hujan,toilet yang bersih, mushola yang nyaman dengan tempat wudhu terpisah antara laki-laki dan wanita serta menambah petugas parkir agar parkiran bisa lebih tersusun rapi dan teratur  serta penerangan jalan di halaman parkir.

IMPLEMENTATIONOF PUBLIC POLICY AGAINST THE ARRANGEMENTAND EMPOWERMENT OF KULINER BAIMAN STREET VENDORS IN BANJARMASIN

 

                                                                   ABSTRACT

 

The aim of this research is to implement the implementation of public policy on the structuring and empowerment of baiman culinary vendors in the city of Banjarmasin.

This method is qualitative, descriptive type. The Goerge C Edward III theory of his book Riant Nugroho is communication, resources, dispositions, bureaucratic structures. Data collected by interview, observation and documentation of the results were analyzed qualitatively according to Miles and Hubermen.

Research results are not optimal. Based on the background of the large number of traders selling on the edge of the road km. 1-6 Banjarmasin City, this made the city government initiate and move them with Regional Regulation No. 26 of 2012 concerning the structuring and empowerment of street vendors. Aiming to organize and provide guidance to street vendors not to disturb public order and facilities where there are still many traders who sell on the sidewalks of the shoulder causing traffic jams and disturbing the order and function of the road. One alternative provided is in the form of a "Baiman Culinary Program" aimed at making traders organized and developed into more regular street vendors.

To the Office of Cooperatives and SMEs (Micro Small and Medium Enterprises), it is better to be able to listen to complaints from traders about the improvement of Baiman Culinary support such as parking lots need to be cemented so that it is not muddy during the rainy season, clean toilets, comfortable prayer rooms with separate ablution places between men and women and add parking attendants so that the parking lot can be more neat and orderly and street lighting in the parking lot.
