Kegiatan rehabilitasi kawasan pada areal HKm di Desa Tebing Siring sudah dilaksanakan sejak tahun 2012 melalui mekanisme W-Bridge Project. Kegiatan tersebut dilakukan guna mengetahui tingkat kekritisan lahan pada kawasan tersebut, terlebih pada mata pencaharian masyarakat sekitar kawasan tersebut didominasi oleh penambang emas illegal, sehingga menyebabkan fungsi dan tatanan ekosistem kawasan semakin terganggu. Melalui Surat Keputusan Mentri Lingkungan Hidup dan Kehutanan No.SK.134/MenLHK/Setjen/PSK.L.0/2/2016, Kawasan HKM di Desa Tebing Siring diberikan Penetapan Areal Kerja (PAK) dengan luasan kawasan 8.860 ha. Pada tahun 2017 melalui SK.2271/MenLHK/PSKL/PKPS/PSL.0/4/2017 diberikan Ijin Usaha Pemanfaatan HKm (IUPHKm) seluas 400 ha pada kawasan HKm di Desa Tebing Siring. Penelitian ini bertujuan untuk menganalisis efektivitas program Perhutanan Sosial terhadap aspek sosial dan ekonomi anggota Kelompok Tani Hutan Kemasyarakatan (KTHKm) Ingin Maju di Desa Tebing Siring, menganalisis efektivitas program Perhutanan Sosial terhadap aspek ekologi pada kawasan HKm di Desa Tebing Siring terhadap kondisi ekologi hutan dan tutupan lahan mulai tahun 2012 sampai dengan tahun 2022, dan memberikan rekomendasi peningkatan efektivitas program Perhutanan Sosial terhadap kawasan HKm di Desa Tebing Siring berdasarkan aspek sosisal, ekonomi, dan ekologi. Metode penelitian ini dilakukan secara deskriptif dan mengadaptasi beberapa pedoman kegiatan monitoring serta evaluasi penyelenggaraan HKm. Parameter sosial ekonomi anggota KTHKm yang disusun berdasarkan 5 kriteria penilaian terhadap 40 orang anggota kelompok tani Ingin Maju di HKm Desa Tebing Siring. Hasil yang diperoleh menunjukkan efektivitas pelaksaan program berdasarkan aspek sosial, ekonomi, dan ekologi termasuk  dalam kategori “cukup baik” hingga “sangat baik” dan termasuk dalam kategori pengelolaan HKm yang “efektif”. Hasil penilaian kategori “efektif” dapat digunakan sebagai bahan peningkatan efektivitas kegiatan pengelolaan HKm, dapat digunakan sebagai rekomendasi perpanjangan Izin Usaha Pengelolaan Hutan Kemasyarakatan (IUPHKm) pada kawasan di Desa Tebing Siring yang akan datang, dan dapat menjadi bahan rekomendasi pengelolaan HKm pada kawasan lain dengan kondisi serupa.

Area rehabilitation activities in the HKm area in Tebing Siring Village have been carried out since 2012 through the W-Bridge Project mechanism. The activity was carried out to determine the level of land criticality in the area, mainly since the livelihoods of the community around the area are dominated by illegal gold miners, causing the function and order of the regional ecosystem to be increasingly disrupted. Through the Decree of the Minister of Environment and Forestry No.SK.134/MenLHK/Setjen/PSK.L.0/2/2016, the HKM area in Tebing Siring Village was given a Working Area Determination (PAK) with an area of 8,860 ha. In 2017 through the SK.2271/MenLHK/PSKL/PKPS/PSL.0/4/2017, an HKm Utilization Business Permit (IUPHKm) of 400 ha was granted to the HKm area in Tebing Siring Village. This study aims to analyze the effectiveness of the Social Forestry program on social and economic aspects of members of the Community Forest Farmers Group (KTHKm) Ingin Maju in Tebing Siring Village, analyze the effectiveness of the Social Forestry program on ecological factors in the HKm area in Tebing Siring Village on the condition of forest ecology and land cover from 2012 to 2022, and provide recommendations for improving the effectiveness of the Social Forestry program on the HKm area in Tebing Siring Village based on social, economic and ecological aspects. This research method was conducted descriptively and adapted several guidelines for monitoring and evaluating the implementation of HKm. Socio-economic parameters of KTHKm members were compiled based on five assessment criteria for 40 members of the Ingin Maju farmer group in the HKM of the Tebing Siring Village. The results obtained showed that the effectiveness of program implementation based on social, economic and ecological aspects was in the "good enough" to "very good" category and was included in the "effective" HKm management category. The "effective" category assessment results can be used as material for increasing the effectiveness of HKm management activities. It can also be used as a recommendation for extending the Community Forest Management Business License (IUPHKm) in Tebing Siring Village. And can be a recommendation for HKm management in other areas with similar conditions.
