ABSTRACT Key words: Teori Viktimologi, Peranan Korban, dan Anak Thesis with the title "Children as Rape Victims in the Theory of Victimology" the background of this thesis writing is 1) What is the Role of Children as Rape Victims in the Occurrence of the Criminal Act of Rape in the Victimological Theory? 2) How is the Formulation of Criminal Law Regarding Legal Protection of Children as Rape Victims? The research method used in this study uses a normative juridical approach which is based on the main legal material by examining theories, concepts, legal principles and laws and regulations related to this research. Attracting theory with the victim's position in relation to the perpetrator, meaning that the victim and the perpetrator previously had an agreement to have a husband and wife relationship. Interpersonal attraction theory is an important concept in theory and research related to victimology. Theory of Interactionalism in which there is interaction between the victim and the perpetrator, from the time and place factors related to the biological parents who often leave their children so that the relationship between the victim and the perpetrator is built which causes a crime. the theory of intentionality (dollus) which means wanting or being aware of the occurrence of an act. To achieve protection and rights of child victims of rape, legal protection for children is all activities to guarantee and protect children and their rights so that they can live, grow, develop and participate optimally in accordance with human dignity and status, and receive protection. from violence and discrimination. and Formulation of legal policies that provide a deterrent effect for perpetrators of rape against children. The government needs to add to the main punishment in the form of death penalty and life imprisonment, as well as additional punishment in the form of announcing the identity of the perpetrator. In addition, it is necessary to add provisions regarding actions in the form of chemical castration, installation of electronic detection devices.
