ABSTRACT
 
Kabupaten Pulang Pisau is one of the division areas in Central Kalimantan that was formed in 2002. In the early formation of the regency, the guidelines used in the arrangement of regional apparatus organization are Government Regulation Number 8 Year 2004. Since the enactment of Law Number 32 Year 2004 regarding Local Government, in organizing the organization also changed. OPD changes subsequently changed again with the Government Regulation No. 41 of 2007 on Organization of Regional Devices. Changes after changes made to the rules in organizing the organization aims to overcome the problem of less optimal OPD function that already exists. PP 41 Year 2007 is expected to solve the problem of fattening organization causing the organization of regional devices that formed to be inefficient and effective.  This study aimed to evaluate the policy of regional organizations in the Kabupaten Pulang Pisau by using institutional aspects in which the magnitude of the WTO , the magnitude of the organizational structure and suitability clumbs used as instruments and analysis tools . This study uses qualitative methods .   In this research note that the district has not fully implemented  PP 41 of 2007 , is seen with the regional organizations formed not fit in clumbs . These policies are taken for reasons although an obligatory function but is considered not important SKPD formed in its own , in addition to the workload problem is also one of the considerations .   It then had a negative impact on low performance due to the limitations in function and funding as well as better coordination difficulties among related local government offices as well as with the Central Government.
