Penelitian ini menganalisis bagaimana Efektivitas dari program pemberdayaan masyarakat terhadap perkembangan wirausaha baru di Kota Banjarmasin dengan faktor penghambat dan faktor pendukung perkembangan wirausaha baru di Kota Banjarmasin. Menggunakan pendekatan kualitatif dan desain studi kasus, penelitian ini berfokus padaprogram wirausaha baru di Kota Banjarmasin. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi dengan narasumber kunci dari Dinas Koperasi, Usaha Mikro, dan Tenaga Kerja, pelaku wirausaha baru dan pelaku usaha mikro kecil menengah di luar wirausaha baru sebagai informan pendukung

Hasil penelitian menunjukkan bahwa program pemberdayaan masyarakat cukup efektif dilakukan dalam perkembangan wirausaha baru oleh Dinas Koperasi Usaha Mikro dan Tenaga Kerja dalam pelatihan, pembinaan, dan pengawasan serta keterlibatan Lembaga keuangan yang dapat membantu perkembangan wirausaha baru sampai aktif mandiri sesuai target.

This study analyzes how the effectiveness of community empowerment programs on the development of new entrepreneurs in Banjarmasin City with inhibiting factors and supporting factors for the development of new entrepreneurs in Banjarmasin City. Using a qualitative approach and case study design, this study focuses on new entrepreneur programs in Banjarmasin City. Data were obtained through in-depth interviews, observations, and documentation with key informants from the Cooperatives, Micro Enterprises, and Manpower Service, new entrepreneurs and micro, small and medium business actors outside new entrepreneurs as supporting informants.

The results of the study indicate that the community empowerment program is quite effective in the development of new entrepreneurs by the Cooperatives, Micro, and Manpower Service in training, coaching, and supervision as well as the involvement of financial institutions that can help the development of new entrepreneurs until they are actively independent according to the target.
