Abstrak

Penelitian ini bertujuan untuk meneliti aspek perbandingan hukum berupa persamaan dan perbedaan dari sistem pemerintahan dan otonomi daerah yang diterapkan di negara Indonesia dan Prancis. Penelitian ini menggunakan metode penelitian yuridis normatif. Hasil dari penelitian ini menunjukkan bahwa Indonesia menerapkan sistem presidensial, sedangkan Prancis menerapkan sistem semi presidensial. Terkait dengan otonomi daerah di Indonesia, didasari atas pembagian wilayah dan landasan pelaksanaan otonomi daerah. Sedangkan sistem desentralisasi di Prancis lebih menekankan pada pengaruh dari pemerintah pusat, dengan beberapa tingkat pemerintah di Prancis.

Abstract

This study aims to examine the comparative legal aspect in the form of similarities and differences beetween the systems of government and regional autonomy implemented in Indonesia and France. This study uses a juridical normative research method. The results of this study indicate that Indonesia implements a presidential system, while France implements a semi-presidenstial system. Regarding regional autonomy in Indonesia, it is based on the division of territory and the basis for implementing regional autonomy. Meanwhile, the decentralized system in France places more emphasis on the influence of the central government, with several levels of government in France.
