Penelitian ini bertujuan untuk menganalisis efektivitas pelayanan pembuatan dokumen kependudukan melalui Program Jemput Bola Desa Sadar Lengkapi Administrasi Kependudukan (Jebol Dasar Pinandu) pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Hulu Sungai Tengah serta mengidentifikasi faktor-faktor yang menghambat pelaksanaannya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi terhadap aparat Disdukcapil, aparatur desa, dan masyarakat sebagai pengguna layanan. Analisis efektivitas program didasarkan pada indikator ketepatan sasaran, sosialisasi program, pencapaian tujuan, dan pemantauan program.
Hasil penelitian menunjukkan bahwa Program Jebol Dasar Pinandu relatif efektif dalam meningkatkan akses masyarakat desa terhadap pelayanan administrasi kependudukan, terutama bagi kelompok masyarakat yang mengalami keterbatasan akses pelayanan secara geografis maupun administratif. Program ini mampu mempercepat kepemilikan dokumenkependudukansertamengurangibebanbiayadanwaktuyangharusdikeluarkan masyarakat.Namundemikian,efektivitasprogram belumoptimalkarenamasihterdapat kendala berupa keterbatasan sosialisasi program, rendahnya kesiapan administrasi sebagian masyarakat, keterbatasan infrastruktur teknologi informasi, serta belum optimalnya pemantauan sebelum dan setelah pelayanan dilaksanakan.
Penelitian ini merekomendasikan penguatan strategi sosialisasi program, peningkatan kapasitasaparaturdesadanpetugaspelayanan,penguatandukunganinfrastrukturteknis, sertaperbaikanmekanismepemantauanberkelanjutangunameningkatkanefektivitasdan keberlanjutan Program Jebol Dasar Pinandu.

ABSTRACT
Thisstudyaimstoanalyzetheeffectivenessofpopulationadministrationservicedelivery through the Village Outreach Program for Population Administration Awareness (Jebol Dasar Pinandu) implemented by the Office of Population andCivilRegistrationofHulu SungaiTengahRegency,aswellastoidentifythefactorsthathinderitsimplementation. This research employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation involving civil registration officers, village officials, and community members as service users. The analysisofprogrameffectivenessisbasedonfourindicators:targetingaccuracy,program socialization, goal attainment, and program monitoring.
The findings indicate that the Jebol Dasar Pinandu Program is relatively effective in improving rural communities’ access to population administration services, particularly forgroupsexperiencinggeographicalandadministrativeaccessconstraints.Theprogram contributestoacceleratingtheownershipofpopulationdocumentsandreducingthetime and financial costs borne by the community. Nevertheless, the effectiveness of the program has not been fully optimized due to several constraints, including limited program socialization, low administrative preparedness among some community members, limited information technology infrastructure, and suboptimal pre- and post- service monitoring mechanisms.
This study recommends strengthening the program’s socialization strategies, enhancing thecapacityof villageofficialsand service providers, improvingtechnical infrastructure support, and refining continuous monitoring mechanisms in order to increase the effectiveness and sustainability of the Jebol Dasar Pinandu Program.
