Tingginya tingkat Non-Revenue Water (NRW) menjadi kendala utama bagi efisiensi operasional dan stabilitas finansial PT Air Minum Bandarmasih (Perseroda). District Metered Area (DMA) 421 mencatat kehilangan air kritis sebesar 51,30%, tertinggi di wilayah Booster S. Parman, dengan potensi kerugian mencapai Rp206 juta per bulan. Penelitian ini bertujuan menganalisis faktor penyebab kehilangan air dan merumuskan strategi penurunan NRW yang komprehensif melalui pendekatan aspek teknis, finansial, dan kelembagaan.

Metode penelitian yang digunakan adalah deskriptif kuantitatif dengan pendekatan studi kasus. Tahapan analisis meliputi penyusunan neraca air standar International Water Association (IWA), pengukuran Minimum Night Flow (MNF), serta pelaksanaan step-test untuk melokalisasi titik kebocoran. Evaluasi kelayakan investasi dilakukan menggunakan parameter Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), dan Payback Period (PP), sedangkan aspek kelembagaan dikaji melalui analisis beban kerja serta Prosedur Operasional Standar (SOP)

Hasil penelitian menunjukkan bahwa NRW di DMA 421 didominasi oleh kehilangan air fisik sebesar 42,24%, dengan rasio MNF terhadap aliran harian rata-rata (Average Daily Flow) sebesar 63% yang mengindikasikan adanya kebocoran serius, terutama di Sub-DMA 421A. Melalui strategi pengendalian kebocoran aktif dan manajemen tekanan yang terintegrasi, tingkat NRW berhasil diturunkan secara signifikan dari 51,30% menjadi 11,37%. Analisis biaya-manfaat menunjukkan bahwa investasi program ini sangat layak secara ekonomi dengan nilai NPV positif sebesar Rp1,82 miliar, IRR 190,24%, BCR sebesar 1,86, dan periode pengembalian modal selama 6,34 bulan. Secara kelembagaan, penelitian ini merekomendasikan penguatan tim khusus NRW, pemutakhiran SOP penanganan kebocoran, serta penerapan sistem insentif berbasis kinerja untuk menjamin efisiensi distribusi air yang berkelanjutan.

High levels of Non-Revenue Water (NRW) represent a primary obstacle to the operational efficiency and financial stability of PT Air Minum Bandarmasih (Perseroda). District Metered Area (DMA) 421 recorded a critical water loss rate of 51.30%, the highest in the Booster S. Parman service area, with potential revenue losses estimated at IDR 206 million per month. This study aims to analyze the factors contributing to water loss and formulate comprehensive NRW reduction strategies through technical, financial, and institutional approaches.

The research employed a descriptive quantitative method with a case study approach. The analytical stages included the preparation of a water balance based on International Water Association (IWA) standards, Minimum Night Flow (MNF) measurements, and the implementation of step-tests to localize leak points. Investment feasibility was evaluated using Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (BCR), and Payback Period (PP) parameters, while institutional aspects were assessed through workload analysis and the evaluation of Standard Operating Procedures (SOPs).

The results indicate that NRW in DMA 421 is dominated by physical water loss at 42.24%, with an MNF to Average Daily Flow (ADF) ratio of 63%, signifying serious leakages, particularly in Sub-DMA 421A. Through active leakage control strategies and integrated pressure management, the NRW level was significantly reduced from 51.30% to 11.37%. Cost-benefit analysis demonstrates that the program investment is highly economically feasible, yielding a positive NPV of IDR 1.82 billion, an IRR of 190.24%, a BCR of 1.86, and a payback period of 6.34 months. Institutionally, this study recommends strengthening the specialized NRW team, updating leak management SOPs, and implementing performance-based incentive systems to ensure sustainable water distribution efficiency.
