ABSTRAK
Proyek konstruksi jalan memiliki tingkat risiko kecelakaan kerja yang tinggi sehingga diperlukan penerapan Sistem Manajemen Keselamatan Konstruksi (SMKK) untuk menciptakan lingkungan kerja yang aman dan mendukung kelancaran pelaksanaan proyek. Namun, pada pelaksanaannya masih ditemukan ketidaksesuaian dalam penerapan keselamatan kerja, seperti minimnya penggunaan alat pelindung diri (APD) dan rambu keselamatan. Berdasarkan kondisi tersebut, penelitian ini bertujuan untuk menganalisis tingkat kesesuaian Rencana Anggaran Biaya (RAB) SMKK berdasarkan Peraturan Menteri PUPR Nomor 10 Tahun 2021 serta mengidentifikasi penerapan SMKK pada proyek Rehabilitasi Jalan Desa Simpang Tiga Kecamatan Mataraman dengan nilai kontrak sebesar Rp. 3.385.573.000,00 dibiayai melalui APBD Tahun Anggaran 2025.
Metode penelitian yang digunakan adalah metode deskriptif kuantitatif dan deskriptif kualitatif. Data primer diperoleh melalui wawancara dengan konsultan pengawas, sedangkan data sekunder diperoleh dari RAB SMKK, RKK, dan Peraturan Menteri PUPR Nomor 10 Tahun 2021. Analisis dilakukan dengan membandingkan biaya SMKK berdasarkan kontrak, kondisi lapangan, dan ketentuan Peraturan Menteri PUPR Nomor 10 Tahun 2021. Selanjutnya identifikasi dilakukan terhadap penerapan SMKK di lapangan berdasarkan RKK dan hasil kuisioner dari wawancara.
Dari hasil penelitian menunjukkan biaya SMKK berdasarkan kontrak sebesar 0,31%, kondisi aktual lapangan sebesar 0,62%, sedangkan Peraturan Menteri PUPR Nomor 10 Tahun 2021 sebesar 1,70% dari nilai kontrak proyek. Perbedaan tersebut disebabkan oleh belum dianggarkannya beberapa komponen keselamatan konstruksi, seperti konsultasi ahli keselamatan, traffic cone, dan petugas keselamatan konstruksi, serta volume APD yang belum sesuai dengan jumlah tenaga kerja. Sehingga, biaya SMKK masih belum sesuai dengan ketentuan yang berlaku. Penerapan SMKK di lapangan telah dilakukan melalui safety induction, penggunaan APD, pemasangan rambu keselamatan, penyediaan fasilitas P3K, dan petugas pengatur lalu lintas. Namun, pelaksanaannya belum optimal karena terdapat ketidakkonsistenan penggunaan APD dan beberapa item keselamatan kerja yang dipengaruhi oleh kurangnya pengawasan, kondisi lalu lintas di lokasi proyek, serta rendahnya kesadaran pekerja.

ABSTRACT
Road construction projects have a high risk of work accidents, so it's necessary to implement a Construction Safety Management System (SMKK) to create a safe work environment and support smooth project execution. However, in practice, there are still inconsistencies in safety implementation, such as minimal use of personal protective equipment (PPE) and safety signs. Based on this situation, this study aims to analyze the compliance level of the SMKK Budget Plan (RAB) according to the Ministry of Public Works and Public Housing Regulation No. 10 of 2021 and identify the implementation of SMKK in the Simpang Tiga Village Road Rehabilitation project in Mataraman District, with a contract value of IDR 3,385,573,000.00 funded through the 2025 APBD.
The research methods used are quantitative descriptive and qualitative descriptive methods. Primary data was obtained through interviews with supervising consultants, while secondary data came from the SMKK budget plan, RKK, and Minister of Public Works and Housing Regulation No. 10 of 2021. The analysis was done by comparing SMKK costs based on contracts, field conditions, and the provisions of Minister of Public Works and Housing Regulation No. 10 of 2021. Next, an identification was made of the SMKK implementation in the field based on RKK and the results of questionnaires from interviews.
Research results show that the SMKK cost based on the contract is 0.31%, the actual field condition is 0.62%, while the Minister of Public Works and Housing Regulation Number 10 of 2021 is 1.70% of the project contract value. This difference is caused by some construction safety components not yet being budgeted, such as safety expert consultation, traffic cones, and construction safety officers, as well as the volume of PPE not matching the number of workers. So, the SMKK cost is still not in line with the applicable regulations. SMKK implementation in the field has been carried out through safety induction, PPE usage, safety sign installation, provision of first aid facilities, and traffic officers. However, its execution is not optimal because there is inconsistency in PPE use and some safety items, influenced by lack of supervision, traffic conditions at the project site, and low worker awareness.
