Pada Proyek Rehabilitasi Jalan Desa Simpang Tiga Kecamatan Mataraman, Pelaksanaan pekerjaan mengalami keterlambatan pada awal pelaksanaan dibandingkan jadwal yang telah direncanakan. Meskipun demikian, keterlambatan tersebut tidak menyebabkan keterlambatan penyelesaian proyek secara keseluruhan. Berdasarkan hasil realisasi di lapangan, beberapa aktivitas dapat dilaksanakan secara berurutan maupun tumpang tindih (overlapping) sesuai kebutuhan teknis pekerjaan, sehingga waktu yang hilang pada tahap awal dapat dioptimalkan pada tahap pelaksanaan berikutnya. Oleh karena itu, proyek dapat diselesaikan lebih cepat dari durasi kontrak yang ditetapkan. Kondisi tersebut menunjukkan adanya pengaturan urutan dan hubungan ketergantungan pekerjaan yang memengaruhi waktu penyelesaian proyek.

Penelitian ini dilakukan guna mengetahui metode yang lebih efektif dalam menggambarkan hubungan antar pekerjaan dan durasi penyelesaian proyek. Tahapan penelitian meliputi pengumpulan data, penyusunan Work Breakdown Structure (WBS), penentuan durasi dan ketergantungan pekerjaan, serta analisis penjadwalan menggunakan CPM dan PDM. Data primer diperoleh melalui wawancara dengan konsultan pengawas untuk menentukan hubungan ketergantungan pekerjaan serta kebutuhan lag time dan lead time. Hasil wawancara menunjukkan adanya lag time selama 4 hari pada hubungan pekerjaan Lapis Pondasi Agregat Kelas A dengan Lapis Resap Pengikat yang diperlukan untuk memenuhi persyaratan teknis pelaksanaan di lapangan. Data sekunder berupa time schedule, laporan harian, dan laporan mingguan digunakan untuk memvalidasi durasi dan urutan pekerjaan.

Hasil penelitian menunjukkan bahwa metode CPM menghasilkan durasi proyek selama 79 hari kalender, sedangkan metode PDM menghasilkan durasi 77 hari kalender. Perbedaan tersebut disebabkan kemampuan PDM dalam mengakomodasi hubungan ketergantungan yang lebih fleksibel melalui penerapan lag time dan penerapan tumpeng tindih antar kegitatan yang menjadikan pelaksanaan pekerjaan secara lebih efektif. Dengan demikian, metode PDM lebih efektif untuk diterapkan pada proyek rehabilitasi jalan karena mampu menggambarkan hubungan antar pekerjaan secara lebih realistis dan menghasilkan durasi penyelesaian yang lebih singkat dibandingkan metode CPM.

In the Simpang Tiga Village Road Rehabilitation Project, Mataraman District, the implementation of the project experienced delays at the initial stage compared to the planned schedule. However, these delays did not affect the overall project completion time. Based on the actual project implementation, several activities could be carried out sequentially as well as concurrently (overlapping) according to technical requirements, allowing the lost time at the early stage to be optimized during subsequent activities. As a result, the project was completed earlier than the contractual duration. This condition indicates that the arrangement of activity sequences and dependency relationships significantly influenced the project completion time.

This study was conducted to determine the most effective method for representing activity dependencies and project completion duration. The research stages included data collection, preparation of the Work Breakdown Structure (WBS), determination of activity durations and dependencies, and schedule analysis using the Critical Path Method (CPM) and the Precedence Diagram Method (PDM). Primary data were obtained through interviews with the supervising consultant to identify activity dependency relationships as well as the requirements for lag time and lead time. The interview results indicated a lag time of four days between the Aggregate Base Course activity and the Prime Coat application, which was required to meet the technical requirements of field implementation. Secondary data consisting of the project time schedule, daily reports, and weekly reports were used to validate activity durations and sequences.

The results showed that the CPM method produced a project duration of 79 calendar days, while the PDM method resulted in a duration of 77 calendar days. This difference was attributed to PDM's ability to accommodate more flexible dependency relationships through the application of lag time and overlapping activities, enabling a more efficient project execution process. Therefore, the PDM method was considered more effective for road rehabilitation projects because it provides a more realistic representation of activity dependencies and results in a shorter project completion duration compared to the CPM method.
