ABSTRAK

Muhammad Cosby Yahya, D1B114274, 2019. “Implementasi Kebijakan Pemerintah Penataan Pedagang Kaki Lima di Kecamatan Teweh Tengah Kabupaten Barito Utara” dibawah bimbingan Saifudin selaku pembimbing I dan Jamaludin selaku pembimbing II.

Penelitan ini bertujuan untuk mengetahui bagaimana Implementasi kebijakan penataan pedagang kaki lima di Kecamatan Teweh Tengah Kabupaten Barito Utara. Penelitian ini menggunakan pendekatan kualitatif dan jenis penelitian deskriptif. Teknik pengumpulan data dengan observasi, wawancara, dokumentasi dan sebagai Informan penelitian adalah Kepala Bidang Penegakkan Peraturan Daerah, Kepala Bidang Usaha Kecil Mengengah, pedagang kaki lima dan masyarakat. Fokus Penelitian menggunakan teori Edward George III yaitu, komunikasi, sumber daya, disposisi dan struktur birokrasi.

Hasil penelitian menunjukan bahwa implementasi kebijakan terhadap pedagang kaki lima di Kecamatan Teweh Tengah, Kabupaten Barito Utara sudah terlaksana dengan cukup baik. Komunikasi, sosialisasi yang dilakukan dengan cara melakukan pembahasan dengan pelaksana. Sumber daya, Satuan Polisi Pamong Praja sudah memiliki jumlah yang memadai akan tetapi usaha kecil menengah masih belum memadai. Disposisi, para pelaksana kebijakan sudah mampu menunjukan sikap baik dalam melaksanakan kebijakan. Dan yang terakhir Struktur Birokrasi, para pelaksana sudah menjalankan tugas dan fungsi sesuai dengan struktur organisasi prosedur (SOP) dan tidak ada penyelewengan kekuasaan.

Kepada Pemerintah Daerah dalam hal ini Bupati perlu melengkapifasilitas kepada pelaksana kebijakan dan memberikan fasilitas berupa tempat relokasi yang memadai,serta menambah jumlah pegawai baik itu Honorer maupun PNS kepada bidang Usaha Kecil Menengah.

Muhammad Cosby Yahya, D1B114274, 2019. Implementation of the Policy on Structuring and Empowering Street Vendors in the Central Teweh District of North Barito Regency. Guided by Saifudin as mentor I and Jamaludin as mentor II.

The purpose of this is study  to find out the implementation of policies towards structuring and empowering street vendors. This study uses a qualitative approach and descriptive type of research. Data collection techniques with observation, interviews and documentation. Research informants are the Head of Regional Law Enforcement, Head of Regional Law Enforcement Section (Civil Service Police Unit).The focus of research uses Edward George III's theory of policy implementation, namely, communication, resources, disposition and bureaucratic structure.

The research showed that the implementation of the policy towards street vendors in Central Teweh district, North Barito Regency had been carried out quite well. Communication, socialization carried out by superiors to the implementers has been carried out properly. Resources, Civil Service Police and Distranerkop and Small and Medium Enterprises have already had an inadequate number of staff but technically have expertise in their respective fields. Disposition, policy implementers have been able to show a good attitude in implementing policies. And finally the Bureaucratic Structure, the implementers have carried out their duties and functions in accordance with the Stuctur Organisai Procedures (SOP) and there is no deviation of power.

The Regional Government is that the Bupati needs to complete the facilities for policy implementers and provide facilities in the form of adequate relocation places, as well as increasing the number of employees both Honorary and Civil Servants to the field of Small and Medium Enterprises.
