Zainal Ilmi,D1B114201, 2019, Peran Dinas Kesehatan Dalam Pencegahan dan Penanggulangan Human Immunodeficiency Virus/Acquired Immunideficiency Syndrome di Kabupaten Murung Raya dibawah bimbingan Siti Hamidah selaku pembimbing I dan H.Samahuddin pembimbing II.

            Penelitian ini bertujuan untuk mengetahui Peran Dinas Kesehatan Dalam Pencegahan dan Penanggulangan Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome di Kabupaten Murung Raya.

            Teori yang digunakan dalam penelitian ini yaitu  Regulator, Dinamisator dan Fasilitator Menurut Siswanto Sunarno. Metode peneltian ini menggunakan pendekatan kualitatif dengan tipe penelitiandeskriptif. Teknik pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi.

            Hasil penelitian menunjukan bahwa Dinas Kesehatan Kabupaten Murung Raya telah melakukan peran sebagaimana mestinya dapat dilihat dari peran sebagai Regulator Dinas Kesehatan Kabupaten Murung Raya telah membuat beberapa program terkait pencegahan dan penanggulangan HIV/AIDS. sebagai Dinamisator Dinas Kesehatan Kabupaten Murung Raya telah melakukan bimbingan dan penyuluhan terhadap penderita, juga berpartisipasi dalam pencegahan dan penanggulangan HIV/AIDS, namun respon masyarakat terhadap penderita HIV/AIDS ini sangat tidak baik, yaitu adanya diskriminasi dan pengucilan terhadap penderita HIV/AIDS. sebagai Fasilitator meliputi fasilitas dan pendanaan dalam hal ini Dinas Kesehatan Kabupaten Murung Raya sudah menyediakan dana khusus untuk pencegahan dan penanggulangan HIV/AIDS dan sangat terbantu dengan adanya dana hibah APBD dari Pemerintah Daerah Kabupaten Murung Raya.

            Adapun saran kepada Dinas Kesehatan Kabupaten Murung Raya untuk memberikan pendampingan terhadap ODHA agar tidak mendapatkan diskriminasi dan dikucilkan dari masyarakat, lebih rutin melakukan sosialisasi dan survei-survei secara terus menerus agar stigma dan diskriminasi masyarakat ini bisa dihilangkan, diperlukan fasilitas yang memadai agar pendistribusian obat dan logistik bisa lebih efisien.

            This research aims to find out how the role of the health service in the prevention and Combat Human Immunodeficiency Virus/Acquired immune Immunodeficiency Syndrome in Murung Raya Regency.

   Theories used in this study are Regulators, Dynamics and Facilitators According to Siswanto Sunarno. This research method uses a qualitative approach with descriptive research type. Data collection techniques through observation, interviews and documentation.

            The results of the study show that the Murung Raya District Health Office has carried out its role as can be seen from its role as Regulator of the Murung Raya District Health Office. It has made several programs related to HIV / AIDS prevention. as a Dynamic of the District Health Office of Murung Raya has provided guidance and counseling for sufferers, also participated in HIV / AIDS prevention, but this community response to sufferers of HIV / AIDS is very bad, namely the existence of discrimination and exclusion of people with HIV / AIDS. as a Facilitator covering facilities and funding in this case the Murung Raya District Health Office has provided special funds for HIV / AIDS prevention and prevention and was greatly helped by the existence of APBD grant funds from the Murung Raya District Government.

            As for suggestions to the district health office of Murung Raya to provide assistence to people with HIV so as not to get discriminated against and excluded from the community, more routinely conducting socialization and surveys continuously so that the community stigma and discrimination can be eliminated, adequate facilities are needed so that the distribution of drugs and logistics is more efficient.
