RESTRUCTURING OF INTERCITY PUBLIC TRANSPORTATION NETWORK LINES FOR BANJARMASIN-BANUA ANAM ROUTES SERVICE

Overlapping routes service can degrading public transportation services performance. Based on provisions of Government regulations, maximum permitted value of overlapping routes is under 50%. Meanwhile, there are 9 of 11 lines on BanjarmasinBanua Anam routes service has overlapping routes value at above 50%. Its condition happens due to the availability of road network which have only one corridor to connecting Banjarmasin City to Banua Anam region. This condition is getting worse because the service network have unscheduled operations. So, there are two issues as an early indication on this case. First, the service supply is not well distributed because overlapping routes and unscheduled operations. Then considering the demand, there are oversupply on it service. A solution to fix that issues and optimizing the services performance is doing restructuring to the operation system. There are two options to restructuring the operation system, using the existing services line and rearranging the services line routes. Using the existing services line, overlapping route can be reduced by arranging departure operational schedules. To increase the number of load factor, the services must recounting amount of vehicle that serve the supply. It counted to rationalize and balancing between the supply and service demand. The rationalization is expected to avoid an oversupply condition and keep load factor in average 70%. Another option for restructuring the operation system is rearranging the services line routes. Rearrangement the line on service network should notice the main line and service demand points. On this research, the intercity services line rearranged with Skip Stop Operation System (SSOS) method. The SSOS method expected to increase travel speed and trim travel time by skipping some bus station on its corridor. It also believed to keep load factor in average 70% by grouping each services demand according to skiped and stoped bus station. Base on main line (trunk line) on Banjarmasin-Banua Anam corridor, the intercity public transportation services divided into 2 lines, Banjarmasin-Tanjung and Banjarmasin-Amuntai. There are feeder line among the main line, Lintas Paliwara line and Bara Karta line. Optimize the existing services line with rationalize supply and balancing to the demand considered better in the headway quality improvement. Then using SSOS method to restructuring services line network is more reliable to increase the travel speed, reduce the travel time, and keeping the stability of load factor.
