Safarina, 1910413220005. Strategi Inovasi e-Government Aplikasi Masook Dalam Meningkatkan Kehadiran Pegawai Negeri Sipil Di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Kotabaru.

Tujuan penelitian ini untuk mengetahui strategi inovasi e-Government aplikasi Masook dalam meningkatkan kehadiran Pegawai Negeri Sipil di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Kotabaru. Penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Informan penelitian ini ialah Kepala Bidang Disiplin, Kesejahteraan, dan Informasi Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Kotabaru. Teknik yang digunakan yaitu observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan model Interaktif Miles dan Huberman.

Hasil penelitian menunjukkan bahwa strategi inovasi e-Government aplikasi Masook dapat diperoleh menggunakan teori Sangkala (2013) yang menunjukkan ada lima strategi inovasi utama di dalam sektor pemerintahan yaitu layanan terintegrasi, desentralisasi pemberian layanan dan monitoring layanan, pemanfaatan kerjasama, pelibatan warga negara, serta pemanfaatan teknologi, komunikasi, dan informasi.

Pada strategi inovasi layanan terintegrasi yaitu Badan Kepegawaian dan Pengembangan Sumber Daya Manusia telah menyediakan e-mail dan telegram sebagai tempat pengaduan bagi pengguna aplikasi Masook, pada strategi desentralisasi pemberian layanan dan monitoring layanan adalah semua pengaduan pengguna aplikasi Masook selalu ditindaklanjuti dengan melakukan pengecekkan dan menyelesaikan masalah yang ada, lalu pada strategi pemanfaatan kerjasama ialah bekerjasama dengan PT. Telkom dalam pengembangan dan pembuatan aplikasi Masook, lalu pada strategi pelibatan warga negara adalah pelibatan Pegawai Negeri Sipil sebagai warga negara untuk melancarkan pengembangan inovasi e-Government aplikasi Masook, dan terakhir pada strategi inovasi pemanfaatan teknologi, komunikasi, dan informasi adalah melaksanakan pengelolaan absensi yang berbasis aplikasi via handphone atau via seluler. Pengembangan inovasi e-Government pada absensi Pegawai Negeri Sipil melalui aplikasi Masook dapat meningkatkan kehadiran para Pegawai Negeri Sipil yang ada pada pemerintahan Kabupaten Kotabaru.

Safarina, 1910413220005. Masook's e-Government Application Innovation Strategy in Increasing the Presence of State Civil Servants in the Personnel Development and Human Resources Agency for Kotabaru Regency.

The purpose of this study was to determine the e-Government innovation strategy of the Masook application in increasing the presence of Civil Servants at the Personnel Development and Human Resources Agency for Kotabaru Regency. This research is a descriptive study using a qualitative approach. The informant of this research is the Head of the Discipline, Welfare, and Information Division of the Personnel Development and Human Resources Agency for Kotabaru Regency. The techniques used are observation, interviews, and documentation. The data analysis technique uses the Interactive Miles and Huberman models.

The results of the study show that the e-Government innovation strategy for the Masook application can be obtained using the theory of Sangkala (2013) which shows that there are five main innovation strategies in the government sector, namely integrated services, decentralization of service delivery, utilization of collaboration, citizen involvement, and use of technology, communication, and information.

In the integrated service innovation strategy, namely BKPSDM has provided e-mail and telegrams as a place for complaints for Masook application users, in the decentralization strategy for service delivery and service monitoring, all complaints from Masook application users are always followed up by checking and resolving existing problems, then on the strategy the use of cooperation is in collaboration with PT. Telkom in the development and manufacture of the Masook application, then on the citizen engagement strategy is the involvement of Civil Servants as citizens to expedite the development of the Masook application e-Government innovation, and finally on the strategy of innovation in the use of technology, communication, and information is implementing attendance management based application via mobile or via cellular. The development of e-Government innovation in the absence of Civil Servants through the Masook application can increase the presence of existing Civil Servants in the Kotabaru district government.
