Rumah menjadi kebutuhan utama bagi manusia, termasuk masyarakat Indonesia. Pemenuhan kebutuhan papan untuk masyarakat miskin kadang masih perlu diperhatikan oleh pemerintah karena hal ini berkaitan dengan kesejahteraan rakyat. Salah satu program pemerintah dalam upaya meningkatkan kesejahteraan sosial dan penanggulangan kemiskinan ialah dengan program-program perbaikan rumah masyarakat kurang mampu. Program RS-RUTILAHU sendiri bertujuan mengembalikan keberfungsian sosial masyarakat tidak mampu melalui gotong royong perbaikan kondisi rumah tidak layak huni dengan didanai oleh pemerintah.

Metode yang digunakan oleh peneliti adalah pendekatan kualitatif dengan tipe penelitian deskriptif. Selain itu sumber data yang digunakan ialah data primer yaitu melalui wawancara dengan pihak terkait dan data sekunder seperti data, dokumentasi, dan buku. Kemudian dalam mengolah data menggunakan analisis data dari Miles, Huberman, dan Saldana (2014) yaitu kondensasi data, penyajian data, dan penarikan kesimpulan.

Hasil Penelitian yang peneliti lakukan menunjukkan bahwa efektivitas program RS-RUTILAHU di kecamatan Banjarmasin Selatan sudah berjalan cukup efektif namun belum maksimal. Hal ini dilihat berdasarkan lima indikator efektivitas dari Edy Sutrisno (2007) yaitu pada indikator tepat sasaran, tercapainya tujuan, dan perubahan nyata sudah berjalan dengan efektif. Sedangkan pada indikator pemahaman program cukup efektif hal ini karena masih ada masyarakat yang kurang memahami pemenuhan beberapa persyaratan yang diperlukan karena tidak adanya sosialisasi khusus mengenai program RS-RUTILAHU dan penjelasan persyaratannya, selain itu pada indikator tepat waktu juga masih kurang karena rentan waktu penyaluran bantuan cukup lama menunggu hasil putusan pusat mengenai calon KPM yang ditetapkan sebagai penerima bantuan. Kedua hal tersebut menjadi kendala dalam menjalankan program RS-RUTILAHU dengan efektif.

Saran untuk meningkatkan efektivitas program RS-RUTILAHU di kecamatan Banjarmasin Selatan yaitu pihak Dinas Sosial perlu melaksanakan penyuluhan atau sosialisasi khusus terkai program RS-RUTILAHU kemudian membuat perencanaan khusus mengenai penetapan dan penyaluran bantuan kepada KPM dengan terjadwal agar dapat diketahui oleh masyarakat. Pemerintah tingkat kecamatan dan kelurahan juga ikut serta membantu masyarakat yang kebingungan dalam pemenuhan persyaratan tersebut.

Houses are the main need for humans, including Indonesian people. Sometimes the government still needs to pay attention to meeting the housing needs of poor people because this is related to people's welfare. One of the government programs in an effort to improve social welfare and overcome poverty is programs to repair the houses of the less fortunate. The RS-RUTILAHU program itself aims to restore the social functioning of disadvantaged communities through mutual cooperation to improve the condition of uninhabitable houses funded by the government.

The method used by researchers is a qualitative approach with descriptive research type. Apart from that, the data sources used are primary data, namely through interviews with related parties and secondary data such as data, documentation and books. Then to process the data using data analysis from Miles, Huberman, and Saldana (2014), namely data condensation, data presentation, and drawing conclusions.

The results of research conducted by researchers show that the effectiveness of the RS-RUTILAHU program in South Banjarmasin sub-district has been quite effective but not yet optimal. This is seen based on the five indicators of effectiveness from Edy Sutrisno (2007), namely the indicators of right on target, achievement of goals, and real changes that have been carried out effectively. Meanwhile, the program understanding indicator is quite effective, this is because there are still people who do not understand the fulfillment of several necessary requirements because there is no special outreach regarding the RS-RUTILAHU program and explanation of its requirements. Apart from that, the punctuality indicator is also still lacking because it is vulnerable that the time for distribution of aid is sufficient. waiting for a long time for the results of the central decision regarding the KPM candidates who were designated as aid recipients. These two things are obstacles in running the RS-RUTILAHU program effectively.

Suggestions for increasing the effectiveness of the RS-RUTILAHU program in South Banjarmasin sub-district are that the Social Service needs to carry out special counseling or outreach regarding the RS-RUTILAHU program and then make special plans regarding determining and distributing aid to KPM on a scheduled basis so that it can be known by the public. The sub-district and sub-district level governments also participate in helping people who are confused about fulfilling these requirements.
