The purpose of this writing is to solve problems related to the responsibility of banks as financial sector business actors towards bank customers who are affected by skimming and to provide an analysis of what form of legal protection exists for bank customers as consumers who are affected by skimming. The type of research used is normative legal research, namely legal research carried out to discover legal rules, legal principles and legal doctrines in order to answer the legal issues being faced. This is because this writing was carried out by examining the liability of banks whose customers are affected by skimming.

According to the results of this thesis research, it shows that: First, the bank's responsibility is to compensate for all losses as long as there is no negligence caused by the customer. Second, the forms of protection that customers receive are divided into two, namely preventive and repressive. Preventive protection can take the form of education from parties related to digital transaction security. Then, repressive legal protection can take the form of resolving cases through litigation and non-litigation.
