ABSTRACK

The purpose of this study is to find out the Implementation of Banjarmasin Mayor Regulation Number 8 of 2022 Regarding Operational Hours and Entrance and Exit of Goods Transportation Vehicles in the City of Banjarmasin and the factors that influence it. The success of this policy is measured using the implementation model put forward by George Edward III. The research carried out is a descriptive type using a qualitative approach. The subjects of the study were determined through a purposive sampling technique. The results of the research show that the implementation of Banjarmasin Mayor Regulation Number 8 of 2022 concerning Operational Hours and Entry and Exit of Goods Transportation Vehicles in the City of Banjarmasin has been carried out. However, improvements still need to be made. Factors that become obstacles in the implementation process are: (1) Socialization that is less than optimal; (2) Employee Resources that are less qualified; (3) Unattractive social media socialization; (4) There is no readiness for the city of Banjarmasin to implement the ETLE (Electronic Traffic Law Enforcement) system.

ABSTRAK

Tujuan penelitian ini unuk mengetahui Implementasi Peraturan Walikota Banjarmasin Nomor 8 Tahun 2022 Tentang Jam Operasional dan Keluar Masuk Kendaraan Aangkutan Barang di Kota Banjarmasin serta faktor-faktor yang mempengaruhinya. Keberhasilan kebijakan ini diukur menggunakan model implementasi yang dikemukakan oleh George Edward III. Penelitian yang dilaksanakan merupakan tipe deskriptif dengan menggunakan pendekatan kualitatif. Subjek dari penelitian ditentukan melalui teknik pengambilan sampel purposive. Hasil penelitian menunjukkan Implementasi Peraturan Walikota Banjarmasin Nomor 8 Tahun 2022 Tentang Jam Operasional dan Keluar Masuk Kendaraan Aangkutan Barang di Kota Banjarmasin sudah terlaksana. Namun masih harus dilakukan peningkatan. Faktor-faktor yang menjadi kendala dalam proses implementasi yakni: (1) Sosialisasi yang kurang optimal; (2) Sumber Daya Pegawai yang kurang berkualitas; (3) Sosialisasi sosial media yang kurang menarik; (4) Belum adanya kesiapan kota Banjarmasin untuk melaksanakan sistem ETLE (Electronic Traffic Law Enforcemen).
