Penelitian ini bertujuan untuk mengetahui bagaimana peran Badan Permusyawaratan Desa (BPD) dalam menyalurkan aspirasi masyarakat dalam pembangunan Desa Loktamu, Kecamatan Mataraman, Kabupaten Banjar. Fokus penelitian ini pada peran BPD terhadap penyaluran aspirasi dan tantangan yang dihadapi BPD dalam proses pembangunan desa. Penelitian ini menggunakan teori peran sosial dari Merton (1957) dengan 4 indikator didalamnya yaitu peran sebagai penghubung, peran sesuai fungsi, peran berdasarkan norma serta peran sebagai fasilitator.

Hasil penelitian menunjukkan bahwa BPD Desa Loktamu menjalankan empat bentuk peran utama yaitu sebagai penghubung, sesuai fungsi, berdasarkan norma, dan sebagai fasilitator. Dalam pelaksanaannya, BPD telah mengupayakan penyampaian aspirasi masyarakat melalui forum musyawarah, diskusi antarwarga, serta penyusunan draft Rencana Kerja Pembangunan (DURKP). Namun demikian, beberapa aspirasi masyarakat belum terealisasi karena keterbatasan anggaran, prioritas kebijakan desa, serta masih adanya tumpang tindih antara perencanaan dan pelaksanaan. Contohnya adalah proyek pengaspalan jalan RT 02 yang hingga kini belum terlaksana. Kurangnya partisipasi masyarakat dan lemahnya kapasitas anggota BPD dalam memahami regulasi juga menjadi kendala yang signifikan. Penelitian ini juga menggunakan metode penelitian dengan jenis pendekatan kualitatif. Sedangkan untuk jenis penelitian ini menggunakan tipe deskriptif yang bertujuan untuk mendeskripsikan mengenai Peran Badan Permusyawaratan Desa Dalam Menyalurkan Aspirasi Masyarakat Terhadap Pembangunan Desa Loktamu Kecamatan Mataraman Kabupaten Banjar.

Kepada BPD Loktamu perlunya peningkatan kapasitas anggota BPD dalam hal pemahaman regulasi dan mekanisme pembangunan desa, serta penguatan kerja sama dengan kepala desa agar aspirasi masyarakat bisa terimplementasi secara konkret.

This study aims to examine the role of the Village Consultative Body (BPD) in channeling community aspirations in the development of Loktamu Village, Mataraman District, Banjar Regency. The focus of this research is on the role of the BPD in conveying aspirations and the challenges it faces in the village development process. This study employs Merton’s (1957) social role theory, which includes four indicators: the role as a liaison, the role in accordance with function, the role based on norms, and the role as a facilitator.

The results of the study show that the Village Consultative Body (BPD) of Loktamu Village performs four main roles: as a liaison, in accordance with its functions, based on norms, and as a facilitator. In practice, the BPD has made efforts to convey community aspirations through deliberation forums, inter-community discussions, and the preparation of the Village Development Work Plan draft (DURKP). However, several community aspirations have not been realized due to budget constraints, village policy priorities, and overlaps between planning and implementation. One example is the road paving project in RT 02, which has yet to be carried out. The lack of community participation and the limited capacity of BPD members in understanding regulations also pose significant challenges. This study employed a qualitative research approach. The type of research used is descriptive, aiming to describe the role of the Village Consultative Body in channeling community aspirations toward the development of Loktamu Village, Mataraman District, Banjar Regency.

To the BPD of Loktamu, it is essential to enhance the capacity of BPD members in understanding regulations and village development mechanisms, as well as to strengthen collaboration with the village head to ensure that the aspirations of the community can be implemented in a concrete manner.
