ABSTRAK
Aldin Nur Rahman, 2110411310055, Implementasi Program Pemuda Pelopor pada Dinas Kebudayaan Kepemudaan Olahraga dan Pariwisata (Disbudporapar) Kota Banjarmasin. Dibawah bimbingan Dewi Purboningsih.
Program Pemuda Pelopor dilaksanakan untuk mengembangkan potensi, kreativitas, dan semangat kepeloporan pemuda dalam memberikan solusi atas berbagai persoalan di masyarakat. Di Kota Banjarmasin, program ini diimplementasikan oleh Dinas Kebudayaan Kepemudaan Olahraga dan Pariwisata (Disbudporapar). Meskipun program ini dilaksanakan sejak 2015 namun ada ditemukan isu permasalahan yaitu ditandai dengan partisipasi pemuda yang terus menurun dari tahun ke tahun. Hal ini menunjukkan perlunya penelitian untuk mengetahui sejauh mana implementasi Program Pemuda Pelopor di Kota Banjarmasin serta mengidentifikasi faktor-faktor yang menghambat keberhasilannya.
Metode Penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif, dengan data primer diperoleh melalui wawancara. Data juga diperoleh melalui observasi dan dokumentasi selama penelitian. Model implementasi yang digunakan adalah teori George C. Edward III yang mencakup aspek komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi.
Hasil penelitian menunjukkan bahwa implementasi Program Pemuda Pelopor telah berjalan sangat baik berdasarkan empat aspek menurut George C. Edward III. Pada aspek komunikasi, informasi program sudah disebarkan melalui berbagai media, namun belum menjangkau seluruh pemuda secara merata. Dari segi sumber daya, pelaksanaan didukung oleh FKPP dan fasilitas yang memadai. Aspek disposisi menunjukkan komitmen tinggi dari pelaksana, sementara struktur birokrasi berjalan sesuai prosedur dengan koordinasi yang baik. Namun, hambatan utama dalam implementasi adalah rendahnya partisipasi pemuda dan kurangnya kerja sama dengan instansi eksternal seperti kampus.
Berdasarkan temuan tersebut, saran yang diberikan adalah Disbudporapar dapat mempertahankan dan memperkuat peran Forum Komunitas Pemuda Pelopor (FKPP) sebagai mentor karena kontribusinya dalam mendampingi peserta dan menumbuhkan semangat kepeloporan. Pembinaan juga sebaiknya dilakukan lebih intensif sejak tingkat kota agar seluruh peserta memiliki pemahaman dan kesiapan yang merata. Selain itu, sosialisasi perlu diperluas dengan tidak hanya bergantung pada pihak rektorat, tetapi dilakukan secara langsung kepada mahasiswa lintas fakultas dan program studi dengan pendekatan yang lebih terbuka.

ABSTRACT
Aldin Nur Rahman, 2110411310055, Implementation of the Youth Pioneer Program at the Department of Culture, Youth, Sports, and Tourism (Disbudporapar) of Banjarmasin City. Under the guidance of Dewi Purboningsih.
The Youth Pioneer Program is implemented to develop the potential, creativity, and spirit of youth leadership in providing solutions to various societal issues. In Banjarmasin City, the program is implemented by the Department of Culture, Youth, Sports, and Tourism (Disbudporapar). Although the program has been running since 2015, an emerging issue is the declining participation of youth from year to year. This indicates the need for research to determine the extent of the program's implementation in Banjarmasin and to identify the factors hindering its success.
This study uses a descriptive qualitative method, with primary data obtained through interviews. Additional data were collected through observation and documentation during the research process. The implementation model used is George C. Edward III’s theory, which includes aspects of communication, resources, the disposition of implementers, and bureaucratic structure.
The findings indicate that the implementation of the Youth Pioneer Program has generally been very good based on the four aspects outlined by George C. Edward III. In terms of communication, program information has been disseminated through various media, although it has not reached all youth equally. Regarding resources, the program is supported by FKPP and adequate facilities. The disposition aspect shows a high level of commitment from the implementers, while the bureaucratic structure operates according to procedures with good coordination. However, the main obstacles in implementation are the low level of youth participation and the lack of collaboration with external institutions such as universities.
Based on these findings, it is recommended that Disbudporapar maintain and strengthen the role of the Youth Pioneer Community Forum (FKPP) as mentors due to their contribution in guiding participants and fostering a spirit of leadership. Training should also be conducted more intensively from the city level to ensure that all participants have a uniform understanding and preparedness. Furthermore, outreach efforts should be expanded beyond relying solely on university administrations and should involve direct engagement with students across faculties and study programs using a more open approach.
