Grantprogramshelpfarmers,buttheireffectivenessisstillquestionable.Someofthe mainproblemsthatarise areunevendistributionofseedsandfeed,varyingseedquality,late deliveryoffeed,andminimaltechnicalassistancefor farmers.The provisionof Siamese Catfishseedandfeedgrantsisnotanewdevelopment;grantassistanceisprovidedtosupport theimprovementandsustainabilityof Siamese Catfishfarmers’production.The research aimstoanalyze theimplementationanddistributionmechanismsof theseedandfeedgrant program,analyze theperceptionsof fishfarmersregardingthe benefits,obstacles, transparencyandlevelofsatisfactionoftheseedgrantprogramandanalyze thechallenges facedby fish farmers inutilizingseed and feed grantsfromthe 2022 seed and feed grant program received. Theresearch was conducted in Barambai District, Barito Kuala Regency, SouthKalimantan Province.The researchsampleconsistedofrecipientsof the Siamese Catfish seed grant program and feed in Barito Kuala Regency during the 2022 budget year, totaling30individualsdividedintothreegroups thatreceiveda SiameseCatfishseedgrant andfeedin2022.Validitytestingisusedtoassessthe extenttowhich researchinstruments (e.g.,questionnaires)accuratelymeasurewhattheyare intendedtomeasure,andreliability testingisusedtoevaluatetheinternalconsistencyoftheresearchinstrument.The data analysistechniqueemployedisa qualitativedescriptiveanalysis,basedontheregulations. ThestudywasconductedinaccordancewithSouthKalimantanGovernorRegulationNo.

069of 2021andtheMinister of Home AffairsDecreeNo.50-5889of2021toevaluate the implementationmechanismanddistributionofseedsandfeedinthe 2022grantprogram. Farmers’ perceptionswere measuredusingaquestionnaire withaLikertscale(1-5).The obstaclesfacedbyfarmerswillbeanalyzedusingdatareductionmethods,datapresentation, andconcludinginterviewsandopenquestionnaires.Theimplementationmechanismforthe

2022 budgetyear seedand feed granthasfollowed formal proceduresasstipulated inthe SouthKalimantanGovernor RegulationNumber069of 2021.The processstartedwith submittinga proposal,verifyingeligibility,selectingrecipients,anddistributingaid. However, during itsimplementation,delays indistributiontimes, inappropriate seasonsfor grantinggrants,andinformationgapspersisteddue tounevensocialization.Thissuggests that,althoughthemechanism hasbeenoperating accordingtoprocedure,itseffectivenessin thefieldneedstobe enhanced. Farmers’perceptionsof thegrantprogramwere very high. Respondentsstatedthatthisprogramhelpedincrease production (98.67%), reduce operationalcosts(97.33%), andincrease income(97.33%). Economic benefitsandgrants alsoincreaseself-confidenceinrunningabusiness(97.33%).Thesefindingssuggestthatthe

grant program has asignificant impact on business efficiency andthepsychological empowermentof farmers. Perceptionsofthe benefitsof grantsare veryhigh;however, severaltechnicalobstaclesarefacedbyfarmers.Theseobstaclesincludeamismatchbetween thenumber ofseedsandfeed,inappropriatedistributiontimes(especiallyduringtherainy season), anda lackof technicalassistance.Differencesingrantutilizationstrategiesand managerialabilitiesleadtovariations inproduction outcomesamongfarmers. Farmers who activelyaddinputsindependentlyandcanmanagefeedprovisionefficientlyachieve higher production increases thanthose who rely entirely on grants.
