Penelitian bertujuan mengetahui Peran Kepala Desa sebagai motivator, fasilitator, dan mobilisator dalam pengembangan wisata khusus river tubing di Desa Loksado. Metode yang dipakai kualitatif tipe deskriptif. Teori pada penelitian ini memakai teori Peranan kepala desa dalam pengembangan wisata menurut Tjokroadmidjojo (2000:42) yaitu: peran sebagai motivator, peran sebagai fasilitator, peran sebagai mobilisator. Data yang dihasilkan melalui observasi, wawancara, dan dokumentasi.

Terdapat hasil penelitian ini bahwa Kepala Desa Loksado memiliki peran penting dalam pengembangan wisata river tubing sebagai motivator, fasilitator, dan mobilisator. Sebagai motivator, Kepala Desa mendorong masyarakat untuk berperan aktif dengan menyampaikan visi bersama serta memberikan dukungan dan apresiasi. Sebagai fasilitator, kepala desa berperan dalam membantu proses perizinan usaha pariwisata, mampu bekerja sama dengan pemerintah dan pihak swasta, serta meningkatkan infrastruktur pendukung wisata. Sebagai mobilisator, kepala desa mendorong partisipasi aktif masyarakat dengan membentuk Kelompok Sadar Wisata, mengajak warga terlibat dalam sektor pariwisata.

Berdasarkan hasil penelitian tersebut, disarankan kepada Kepala Desa untuk terus memperkuat perannya sebagai motivator dengan memberikan pendampingan berkelanjutan kepada masyarakat, khususnya dalam meningkatkan kesadaran dan semangat warga dalam pengelolaan wisata river tubing.

This study aims to determine the role of the village head as a motivator, facilitator, and mobilizer in the development of special interest tourism river tubing in Loksado Village. The research employs a qualitative descriptive method. The theoretical framework is based on Tjokroadmidjojo’s (2000:42) theory of the village head’s role in tourism development, which includes three main roles: motivator, facilitator, and mobilizer. Data were collected through observation, interviews, and documentation.

The findings indicate that the Village Head of Loksado plays a crucial role in the development of river tubing tourism. As a motivator, the village head encourages the community to actively participate by sharing a common vision, providing support, and giving appreciation. As a facilitator, the village head assists in the licensing process for tourism businesses, establishes cooperation with the government and private sectors, and improves tourism-supporting infrastructure. As a mobilizer, the village head promotes active community participation by forming the Tourism Awareness Group and involving residents in the tourism sector.

Based on the results of the study, it is recommended that the Village Head continue to strengthen his role as a motivator by providing ongoing assistance to the community, especially in increasing the awareness and enthusiasm of residents in managing river tubing tourism.
