ABSTRAK

Kebijakan transportasi publik “Trans Banjarbaru” melalui skema Buy The Service (BTS) diluncurkan dengan tujuan utama menyediakan aksesibilitas transportasi yang aman, nyaman, dan mengurangi kemacetan kota. Akan tetapi, dalam pelaksanaannya masih ditemukan kesenjangan antara harapan dan realita di lapangan, seperti rendahnya okupansi penumpang yang tidak sebanding dengan potensi penduduk, ketimpangan infrastruktur pendukung antara pusat kota dan permukiman, serta minimnya pemahaman masyarakat akibat sosialisasi dan kesenjangan informasi yang tidak merata. Berdasarkan permasalahan tersebut, penelitian ini bertujuan untuk mengetahui implementasi kebijakan transportasi publik “Trans Banjarbaru” ditinjau dari teori George C. Edwards III, serta untuk mengidentifikasi faktor penghambat yang memengaruhi kebijakan tersebut.

 

Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif yang berlokasi di Dinas Perhubungan Kota Banjarbaru. Sumber data meliputi data primer dan sekunder dengan penentuan informan kunci yang terdiri dari Kepala Bidang Sarana dan Prasarana, Kepala Bagian Operasional Trans Banjarbaru, Pramudi Trans Banjarbaru, Masyarakat Pengguna Trans Banjarbaru, serta Masyarakat di Wilayah Lintasan Trayek Trans Banjarbaru. Teknik pengumpulan data dilakukan melalui observasi lapangan, wawancara mendalam, dan dokumentasi, yang kemudian dianalisis menggunakan model interaktif Miles dan Huberman.

 

Hasil penelitian menunjukkan bahwa dilihat dari 4 (empat) dimensi implementasi menurut George C. Edwards III, kebijakan ini belum berjalan optimal. Dimensi Sumber Daya dan Struktur Birokrasi dinilai sudah cukup baik, terlihat dari pengadaan 26 armada modern berfasilitas lengkap dan penerapan SOP waktu layanan yang jelas. Akan tetapi, dimensi Komunikasi dan Disposisi masih lemah, dikarenakan sosialisasi informasi yang terputus di tingkat kecamatan dan inkonsistensi perilaku keselamatan pengemudi. Terdapat faktor penghambat utama yaitu kesenjangan informasi layanan yang tidak sampai ke tingkat RT/RW, minimnya fasilitas rambu bus stop di jalur lingkungan, serta resistensi budaya masyarakat yang masih sangat bergantung pada kendaraan pribadi.

 

ABSTRACT

The “Trans Banjarbaru” public transportation policy, through the Buy The Service (BTS) scheme, was launched with the main objective of providing safe and comfortable transportation accessibility and reducing city congestion. However, in its implementation, gaps are still found between expectations and reality in the field, such as low passenger occupancy that is not proportional to the population potential, inequality of supporting infrastructure between the city center and residential areas, and a lack of public understanding due to uneven socialization and information gaps. Based on these problems, this study aims to determine the implementation of the “Trans Banjarbaru” public transportation policy viewed from George C. Edwards III's theory, as well as to identify inhibiting factors affecting the policy.

            This research uses a qualitative approach with a descriptive type located at the Banjarbaru City Transportation Agency (Dinas Perhubungan Kota Banjarbaru). Data sources include primary and secondary data with the determination of key informants consisting of the Head of the Facilities and Infrastructure Division, the Head of Trans Banjarbaru Operations, Trans Banjarbaru Drivers, Trans Banjarbaru Users, and the Community in the Trans Banjarbaru Route Trajectory Areas. Data collection techniques were carried out through field observation, in-depth interviews, and documentation, which were then analyzed using the Miles and Huberman interactive model .

            The results show that viewed from the 4 (four) dimensions of implementation according to George C. Edwards III, this policy has not run optimally. The Resources and Bureaucratic Structure dimensions are considered quite good, evidenced by the procurement of 26 modern fleets with complete facilities and the implementation of clear service time SOPs. However, the Communication and Disposition dimensions are still weak due to information dissemination being cut off at the sub-district (Kecamatan) level and inconsistent driver safety behavior. There are main inhibiting factors, namely the gap in service information that does not reach the neighborhood association (RT/RW) level, the lack of bus stop signs in residential lanes, and the cultural resistance of the community, which is still very dependent on private vehicles.
