Abstract
The implementation of General Elections and Regional Head Elections in South Kalimantan Province requires administrative accuracy, precise logistics management, and mastery of continuously updated information systems within tightly scheduled stages. In practice, the performance evaluation of employees at the KPU of South Kalimantan Province still follows the annual civil servant appraisal system, which has not been fully aligned with the cyclical and intensive nature of electoral work. This study aims to analyze the existing performance evaluation system, examine its impact on improving employee performance, identify implementation constraints, and formulate strategies to optimize performance evaluation. This research employs a qualitative approach with a case study design at the KPU of South Kalimantan Province. Informants include leaders, structural officials, and organic staff directly involved in the 2019 General Election and the 2020 Regional Head Election stages. Data were collected through in-depth interviews, observation, and document analysis, and were examined using data reduction, data display, and thematic conclusion drawing. The findings indicate that performance evaluation has provided administrative feedback; however, it has not been optimally utilized to map technical competency needs, redistribute workloads, or enhance preparedness for digital system updates such as Sidalih and electronic reporting. This study highlights the importance of integrating stage-based performance evaluation within the electoral cycle to ensure greater responsiveness to operational dynamics, while strengthening accountability and professionalism among election administrators at the provincial level.
