            Smart Kampung Manis merupakan program inovasi pelayanan publik berbasis digital di Kabupaten Banjar yang bertujuan untuk meningkatkan kualitas layanan administrasi di tingkat desa dan kelurahan melalui pemanfaatan teknologi informasi. Penelitian ini bertujuan untuk mengetahui bagaimana komunikasi digital yang diterapkan melalui program Smart Kampung Manis dalam penguatan Smart City serta bagaimana penerimaan masyarakat terhadap layanan digital tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif eksploratif. Teknik pengumpulan data dilakukan melalui observasi, wawancara semistruktur, dan dokumentasi. Analisis penelitian menggunakan Teori Difusi Inovasi (Everett M. Rogers, 1964) dan Unified Theory of Acceptance and Use of Technology 2 (Venkatesh, 2003).

            Hasil penelitian menunjukkan bahwa Smart Kampung Manis mampu memperlancar pelayanan publik serta mempermudah akses masyarakat terhadap layanan administrasi. Proses difusi inovasi berjalan secara bertahap melalui berbagai saluran komunikasi, namun implementasinya belum optimal karena masih terdapat kendala seperti keterbatasan infrastruktur jaringan, kurangnya koordinasi antar instansi, serta keterbatasan sumber daya manusia. Dari sisi penerimaan teknologi, masyarakat menunjukkan respon positif terhadap kemudahan dan manfaat yang diberikan, meskipun keberlanjutan penggunaan sangat dipengaruhi oleh dukungan teknis dan ketersediaan sumber daya manusia.

Smart Kampung Manis is a digital-based public service innovation program in Banjar Regency aimed at improving the quality of administrative services at the village and sub-district levels through the utilization of information technology. This study aims to examine how digital communication is implemented through the Smart Kampung Manis program in strengthening Smart City, as well as to analyze community acceptance of the digital services. This research employs a qualitative, descriptive-exploratory approach. Data collection techniques include observation, semi-structured interviews, and documentation. The analysis is based on the Diffusion of Innovation Theory (Everett M. Rogers, 1964) and the Unified Theory of Acceptance and Use of Technology 2 (Venkatesh, 2003).

The results show that Smart Kampung Manis can improve the efficiency of public services and facilitate community access to administrative services. The diffusion process occurs gradually through various communication channels; however, its implementation has not been optimal due to several constraints, including limited network infrastructure, a lack of inter-agency coordination, and limited human resources. In terms of technology acceptance, the community shows a positive response to the ease of use and benefits provided, although the sustainability of its use is strongly influenced by technical support and the availability ofhuman resources.
