ABSTRACT
ThisstudyaimstoanalyzetheperformancelevelofFieldFacilitators(TFL)intheimplementation oftheUninhabitableHouseRehabilitation(RTLH)PrograminSouthKalimantanProvince,identify priority performance indicators requiring improvement, and formulate appropriate strategies to enhanceTFLperformancebasedontheactualconditionsofprogramimplementation.Thestudy employed a quantitative approach supported by qualitative data obtained through observations andinterviews.Datawerecollectedusingquestionnairesdistributedtorespondentsconsistingof the Provincial Technical Team, Regency/Municipal Technical Teams, and Management ConsultantsinvolvedintheimplementationoftheRTLHProgram.Ofthe33respondents,30valid responses were obtained and used as the research sample. Data were analyzed using the Customer Satisfaction Index (CSI) to measure the overall performance of the TFL and the Importance Performance Analysis (IPA) to identify priority indicators for performance improvement. The findings revealed a CSI value of 84.38%, which falls into the very satisfied category, indicating that the overall performance of the TFL has been very good. However, the IPAresultsidentifiedseveralperformanceindicatorsrequiringpriorityimprovement,includingthe accuracy of factual verification of house damage, the ability to provide technical guidance on construction methods, the conformity of installed structural dimensions with design drawings, assistance in purchasing construction materials, physical attendance discipline at RTLH project sites, and the completeness of technical documentation required for fund disbursement. Furthermore, the study found that several indicators had relatively high performance but still requiredoptimizationtoimprovetheeffectivenessandefficiencyofprogramimplementation.The resultsofobservationsandinterviewsindicatedthatheavyworkloads,extensiveservicecoverage areas,andchallengesrelatedtodatamanagementandadministrativetaskswerethemainfactors affecting the effectiveness of TFL performance in the field. Based on the synthesis of the IPA results, observations, interviews, and expert validation, five major strategies for improving TFL performance were formulated: strengthening data management and administrative systems, strengthening technical supervision, enhancing community facilitation and empowerment, improving the TFL work management system, and increasing the efficiency of program implementation. The expert validation results confirmed that all proposed strategies were considered appropriate to the implementation conditions of the RTLH Program and feasible for improving the effectiveness of TFL performance in South Kalimantan Province.
