Program Keluarga Harapan (PKH) merupakan kebijakan jaring pengaman sosial bersyarat yang dikonstruksikan sebagai instrumen transisional untuk memutus rantai kemiskinan. Namun, capaian menuju graduasi mandiri di tingkat lokal masih relatif rendah karena adanya risiko dependency trap (jebakan ketergantungan). Penelitian ini bertujuan untuk menganalisis akar penyebab culture of dependency pada perempuan Keluarga Penerima Manfaat (KPM) PKH, dampaknya terhadap keberhasilan program, serta peran pemerintah dan pendamping sosial dalam mendorong kemandirian di Kelurahan Kelayan Timur, Kota Banjarmasin.
Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif-analitis. Informan penelitian ditentukan secara purposive, meliputi pendamping sosial PKH, KPM aktif, serta mantan KPM yang telah mencapai graduasi mandiri. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan.
Hasil penelitian menunjukkan bahwa akar culture of dependency dipicu oleh akumulasi dua dimensi: pertama, faktor internal sosiopsikologis berupa "zona nyaman" (risk aversion) akibat kepastian finansial berkala; kedua, faktor eksternal struktural berupa rendahnya modal pendidikan dasar/menengah para perempuan KPM yang membatasi akses ke sektor kerja formal di tengah tekanan inflasi sembako harian di pasar kelontong. Dampak ketergantungan ini memicu distorsi dana bantuan yang habis untuk konsumsi dapur subsisten harian, penurunan makna edukasi forum P2K2, hingga manipulasi kondisi hunian agar kepesertaan tidak dicabut. Sementara itu, fungsi edukatif pendamping sosial berjalan baik, namun efektivitasnya terhambat oleh fenomena policy disconnection (keterputusan mata rantai kebijakan), di mana pasca-pelatihan ekonomi di forum P2K2 tidak diikuti oleh penyediaan akses modal usaha lanjutan maupun stimulus lapangan kerja mikro oleh pihak kelurahan. Temuan utama penelitian ini menegaskan bahwa transformasi mindset KPM merupakan kategori inti (core category) yang menentukan keberhasilan graduasi mandiri, sehingga kelulusan program harus dimaknai sebagai proses transformasi sosial menuju kemandirian yang utuh dan bermartabat.

The Family Hope Program (PKH) is a conditional social protection policy conceptualized as a transitional instrument to break the cycle of intergenerational poverty. However, the achievement of independent graduation remains relatively low due to the risk of creating a dependency trap. This study aims to analyze the root causes of the culture of dependency among women within Beneficiary Families (KPM) of PKH, identify its impact on the program's long-term success, and examine the roles of the government and social facilitators in encouraging sustainable independence in East Kelayan Village, Banjarmasin City
The study employed a qualitative approach with a descriptive-analytical method. The research informants were selected through a purposive sampling technique, including PKH social facilitators, active KPMs, and former KPMs who have achieved independent graduation. Data collection was conducted through in-depth interviews, observation, and documentation, while data analysis used the Miles and Huberman interactive model.
The findings indicate that the culture of dependency among female KPMs is driven by two dimensions: first, internal socio-psychological factors in the form of a "comfort zone" (risk aversion) due to periodic financial certainty; second, external structural factors, namely the low human capital of KPM women with only primary/lower secondary education, restricting their access to the formal job market amid the inflationary pressure of daily staple food prices in the grocery market. The tangible impact triggers a distortion of assistance funds being depleted on daily subsistence kitchen consumption, a decline in the educational meaning of P2K2 forums, and housing manipulations to avoid program termination. Meanwhile, the facilitators' educational function is hindered by a policy disconnection phenomenon, where the post-economic training in P2K2 forums is not followed by the provision of subsequent capital access or micro-employment stimulus by the village government. This study emphasizes that the transformation of the KPM's mindset serves as the core category that determines successful independent graduation; thus, program graduation represents a social transformation process toward holistic and dignified self-reliance.
