            Penelitian ini bertujuan untuk menngetahui hambatan pada kebijakan sekolah dasar inklusi di Kota Banjarmasin. Penelitian ini menggunakan pendekatan kualitatif dengan tipe deskriptif. Teori yang digunakan dalam penelitian ini yaitu teori  Implementasi Kebijakan yang dikemukakan oleh George C. Edward III. Teknik pengumpulan data yang dilakukan melalui wawancara , observasi dilapangan dan dokumen yang melibatkan pihak Dinas Pendidikan Kota Banjarmasin, Kelompok Kerja Guru (KKG) Inklusi Kota Banjarmasin, dan pengawas sekolah inklusi sebagai perwakilan sekolah dasar di kecamatan-kecamatan.

            Hasil penelitian menunjukkan bahwa masih terdapat hambatan implementasi kebijakan sekolah dasar inklusi yang terjadi di Kota Banjarmasin pada indikator komunikasi belum sepenuhnya optimal. Aspek sumber daya masih menghadapi hambatan berupa kekurangan guru pendamping khusus (GPK), keterbatasan anggaran, sarana dan prasarana. Aspek disposisi menunjukkan komitmen para pelaksana dan insentif yang masih memiliki hambatan. Aspek struktur birokrasi masih terkendala oleh belum adanya Standar Operasional Prosedur (SOP) khusus, meskipun indikator fragmentasi sudah berjalan dengan baik.

               Penelitian ini merekomendasikan agar pihak Dinas Pendidikan Kota Banjarmasin agar menjalankan Unit Layanan Disabilitas (ULD) agar implementasi kebijakan sekolah inklusi di Kota Banjarmasin berjalan sesuai dengan arahan yang jelas. baik itu komunikasi, sumber daya, disposisi, struktur birokrasi.

               This study aims to identify the barriers to the implementation of the inclusive elementary school policy in Banjarmasin City. This study uses a qualitative approach with a descriptive type. The theory used in this study is the Policy Implementation Theory by George C. Edward III. Data collection techniques were carried out through interviews, observations, and document review, involving the Banjarmasin City education office, and inclusive school supervisors representing elementary school.

               The results show that barries to the implementation of the inclusive elementary school policy in Banjarmasin City. In the communication indicator, implementation has not been fully optimal. The resource aspect still has obstacles in shortage of special education support teachers, limited budget, facility. Disposition aspect shows that the commitment of implementers and incentives still have obstacles. The bureaucratic structure aspect is still constrained by the absence of a Standar Operasional Operating Procedure (SOP), although the fragmentation indicator has run well.

               This study recommeds that the Banjarmasin City Education office operate a Disability Service Unit (ULD) so that the implementation of the inclusive school policy in Banjarmasin City can proceed in line with clear direction, covering communication, resources, disposition, and bureaucratic structure
