The implementation of the Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik or SPBE) is the government’s effort to improve the effectiveness, efficiency, transparency, and accountability of government administration through the use of information technology. One implementation is the use of the e-Visum application by the National Population and Family Planning Board (BKKBN) to support performance management for Family Planning Counselors (PKB). However, its implementation still encounters various constraints that affect its effectiveness. This study analyzes the implementation of the e-Visum application at the Representative Office of BKKBN of South Kalimantan Province from a performance management perspective and identifies the supporting and inhibiting factors in its implementation.
This study uses a descriptive qualitative approach, with data collected through interviews, observation, and documentation. Data are analyzed using the interactive model of Miles, Huberman, and Saldana and Deming’s performance management model through the Plan, Do, Check, and Act (PDCA) stages.
The results show that the implementation of the e-Visum application supported the digitalization of the performance management process for Family Planning Counselors through more systematic, documented, and integrated planning, implementation, monitoring, evaluation, and follow-up processes. This application improves administrative efficiency, facilitated performance monitoring, and strengthened accountability. However, its implementation remained ineffective because several constraints reduced its effectiveness, including limited participation in performance planning, inadequate infrastructure and application systems, weak monitoring and follow-up mechanisms, and insufficient institutional support. The supporting factors for e-Visum implementation are system usability, institutional support, and motivational and organizational support. In contrast, the inhibiting factors are technical problems with the application and infrastructure, limited implementer capacity, and insufficient support from the Local Government Office for Family Planning (OPD KB).
This study recommends making the performance planning process more participatory, refining the e-Visum application system, strengthening monitoring and verification mechanisms, improving user capacity, strengthening institutional coordination, and developing mechanisms to follow up on monitoring results to improve the effectiveness of e-Visum's implementation as a performance management instrument.
